BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
JANUARY 5, 2011


A meeting of the Building Facilities Construction Committee was held on January 5, 2011 in the Municipal Center. The meeting was called to order at 7:03 PM.
ATTENDANCE
PRESENT: William McConnell (Chairman), Matt Sargent, Shirley Mosczynski, Linda Brown, Virginia Howe, Ed Gouin, and William Cundiff (Town Engineer).
ABSENT: Sean Holland (Vice Chairman).
GUESTS: Joe Biagioni, Ann Carlsson, and Ellie Chesebrough.

ADOPT WRITTEN RULES FOR DESIGNER SELECTION
Mr. Cundiff reviewed the draft rules for Designer Selection. Some discussion held. Ms. Mosczynski made a motion to recommend approval to the Board of Selectmen. Ms. Brown seconded the motion. Vote unanimous. Mr. Cundiff will prepare a memo from the Building Facilities Construction Committee for submission to the Board of Selectmen.

LIBRARY ADA RENOVATION PROJECT
Mr. Joe Biagioni, Ms. Ann Carlsson, and Ms. Ellie Chesebrough joined the meeting. Mr. Cundiff reviewed the draft Designer Selection Schedule. He noted it is an aggressive timeline with a number of months prior to awarding the designer contract.
Mr. Cundiff discussed the draft Scope of Work. He noted that site plans indicating properties and boundaries would be essential. Mr. Biagioni indicated he would obtain whatever plans are available. Mr. Cundiff reviewed the draft in detail and discussed the purpose for a more definitive scope of work. Discussion held including parking, additional needed repairs, and the process of preparing the bid documents. Mr. Cundiff will work with Mr. Biagioni, Ms. Carlsson and Mr. Colonero regarding some of the peripheral repair items.
Mr. Cundiff noted Town Counsel’s recommendation for the contract for designer services, which he encouraged members to review.

HIGHWAY – SAFETY COMPLEX
Mr. Cundiff indicated that as work progresses on the Highway – Safety Complex, updates would be forthcoming.

MUNICIPAL WIND TURBINE
Mr. Cundiff noted that links to the plans have been included in the packet. He noted that the met tower will be erected tomorrow and monitoring will begin shortly after. Mr. Gouin suggested that this site be reviewed for potential cell tower lease. Some discussion held.



HEMLOCK STREET BRIDGE
Mr. Cundiff discussed the permitting process for Hemlock Street Bridge as well as the DOT review. It is anticipated that construction will be in the spring and that it will be fully funded with Chapter 90 funds.

GREEN COMMUNITIES PLANNING ASSISTANCE
Mr. Cundiff has had communications with WPI and will coordinate a meeting to determine the services that the students can provide.
Mr. Cundiff noted a memo from Mr. Biton regarding a Regional Stretch Code Forum to be held on January 27, 2011 in Sutton. He noted that a time has not yet been determined. The Board of Selectmen has been advised of this. Mr. Cundiff reported that as far as a program being held here in Douglas, Ms. Kelly Brown has encouraged people to attend this session at this time in order to keep travel costs down.

MINUTES
The minutes of December 1, 2010 were reviewed. Ms. Mosczynski made a motion to approve the Building Facilities Construction Committee Meeting minutes of December 1, 2010 as corrected. Ms. Brown seconded the motion. Vote: Yes – 5, Abstained – 1.

OTHER BUSINESS
The invitation to attend the School Building Committee Meeting on January 25, 2011 was noted.
Mr. Cundiff discussed plans to order a file cabinet and noted that binders were ordered. The voucher for binders was signed.
A copy of the FY 2012 budget submitted as level funded was noted.
Mr. Cundiff noted that the Annual Report is due at the end of the month. He will put a draft together for the Committee’s review at the next meeting.

ADJOURNMENT
Ms. Mosczynski made a motion to adjourn the meeting at 8:14 PM. Ms. Brown seconded the motion. Vote unanimous.
