The meeting was called to order at 7:10pm.

Acting Chairman Michael Yacino, Leon Mosczynski, Linda Brown, Ralph Dudley, David Windoloski, Kelley Donley (Associate Member), Tracy Sharkey (Associate Member) and Stephen Zisk (Planning/Conservation Agent). Absent were Chairwoman Marylynne Dube and Brandi Van Roo.

1. Received a letter of complaint from Lorie Ritter, 216 Northwest Main Street dated 1/5/11 regarding a neighbor. Ritter states that the neighbor is disposing grass clippings and trash on the border of her property. Ritter’s concern is with the close proximity to the Whitin Reservoir. Cundiff looked at the property and did not see that it was in the Commission’s jurisdiction. However, the Commission will review this issue again when the snow melts.
2. 2010 Annual Report. Zisk submitted a “draft” of the 2010 Report for the members to review. The Commission was pleased with the report and thanked Zisk. Zisk said he would forward it to the Selectmen’s Office.
3. Forest Stewardship RFP Review. Zisk said that Dennis Rand/Consultant Forester, has submitted a bid for a plan for the Chestnut and Mumford Street conservation land properties. A Motion was made by Brown to accept the proposal from Dennis Rand, seconded by Mosczynski. Vote was unanimous.
4. Extension Permit for Order of Conditions: Emerald Funding, Inc, Maple Street – “Maple Heights Estates” (DEP #143-0750). A Motion was made by Brown to grant a one-year extension, seconded by Mosczynski. Vote was unanimous.
5. Voucher signed.

7:30 PM WORKSHOP: Whitin Reservoir Watershed District
Present were Paul Caouete (150 Northwest Main Street), John Bombara (288 Northwest Main Street), Lawrence Bombara (560 Northwest Main Street), Shirley Mosczynski (60 Oak Street) and Allen Orsi, Brisco Lang (Wetland Scientist, Pare Corp). Discussion held regarding possible suggestions of piping water into the Whitin Reservoir brook when the dam is closed. Intake for the pipe would be built to prevent silt and debris from clogging it. The Commission asked the Whitin Reservoir Watershed District to file a Request for Determination with details of the pipe.
After review, a Motion was made by Brown to approve the Meeting Minutes of January 3, 2011, as amended, seconded by Dudley. Vote was unanimous.

At 8:00pm, a Motion was made by Brown to adjourn the meeting, seconded by Mosczynski. Vote was unanimous.
