The meeting was called to order at 7:00pm.

ATTENDANCE
Acting Chairman Michael Yacino, Leon Mosczynski, Linda Brown, Ralph Dudley, Brandi Van Roo, Tracy Sharkey (Associate Member) and Stephen Zisk (Planning/Conservation Agent). Absent were Chairwoman Marylynne Dube, David Windoloski and Kelley Donley (Associate Member).

DISCUSSION:
1. Meeting Minutes of 2/7/11. After review, a Motion was made by Dudley to approve the Meeting Minutes of Monday, February 7, 2011, as written, seconded by Mosczynski. Vote: Yes: 4, Abstained: 1. Vote passed.
2. Meeting Minutes of 2/7/11 – Executive Session. After review, a Motion was made by Dudley to approve the Executive Session Meeting Minutes of Monday, February 7, 2011, as written, seconded by Mosczynski. Vote: Yes: 4, Abstained: 1. Vote passed.
3. 34 Davis Street: Final Order issued by DEP. The Board received a copy for their files.
4. Forest Stewardship Plans. Zisk said that this will hopefully start next month.
5. GPS Update. Zisk and Cundiff have started the training process but have not received the GPS unit yet. They will be going out to sites once the equipment arrives and will start posting the conservation parcels.
6. Worcester County Sheriff – Community Service Program. Received a letter offering their services. Discussed installing a railing for the Manchaug Road property stairs and clean-up at Mumford Road property and wall restoration.
7. Upcoming Large Projects: Hemlock Street Bridge-The Town is close to filing for new bridge repair and probably will be filing next month while waiting for the State to finalize the plans. Douglas-Sutton Connector Road-Gilboa Street, Douglas to Main Street, Sutton. An ANRAD and/or NOI will be submitted. School Building Project-Filing sometime this spring for the proposed project. Whitin Reservoir Watershed District-Will be filing for Stream Flow and the Winter Drawdown. Town Highway Project Filings-Zisk to work with Highway to file an RDA or an NOI for Town projects that need Conservation permits. Wind Farm Project-American Pro Wind need to file a fall Environmental Impact Report.
8. Upcoming Town Public Hearings and Workshops. FEMA Bylaw Update (referencing new map and date)-Public Hearing scheduled with the Planning Board on March 8, 2011 at 7:00pm. Zoning Bylaw Changes (area from RA to IND)- Public Hearing scheduled with the Planning Board on March 8, 2011 at 7:15pm. Accessory Apartment Bylaw Changes- Public Hearing scheduled with the Planning Board on March 8, 2011 at 7:30pm. Stretch Code Meeting-Board of Selectmen Meeting on Tuesday March 15, 2011 at 7:00pm.

ADJOURNMENT
At 7:35pm, a Motion was made by Brown to adjourn the meeting, seconded by Van Roo. Vote was unanimous.
