The meeting was called to order at 7:00m.

Chairwoman Marylynne Dube, Vice Chairman Michael Yacino, Leon Mosczynski, Linda Brown, Ralph Dudley, Brandi Van Roo, David Windoloski, Tracy Sharkey (Associate Member),Stephen Zisk (Planning/Conservation Agent), William Cundiff (Town Engineer), Maria Lajoie (Administrative Secretary) and Attorney Adam Costa of Blatman, Bobrowski & Mead (Town Counsel). Absent was Kelley Donley (Associate Member).

1. Forest Stewardship Plan. The Commission was given draft copies of the Forest Management Plans from DCR for Mumford Street (44.09 acres) and Chestnut Street (28 acres). Yacino suggested having the school kids or Boy Scouts go out in the fall to evaluate the parcels. Dube asked when the markers were going to be placed and Zisk said he planned to put them up when the weather is better.
2. Site Walks. The Commission scheduled site walks for Tuesday, May 24 @ 4:00pm to go to Olde Carriage Lane (Lot #30) and 147 West Street.
3. Meeting Minutes of 5/3/11. After review, a Motion was made by Brown to approve the Meeting Minutes of Tuesday, May 3, 2011, as amended, seconded by Van Roo. Vote was unanimous.
4. Douglas Camp Meeting Association, South Street. Phil Butts came in to the office and spoke with Zisk about paving the pathway to the building instead of having gravel to accommodate the handicapped and Zisk said that he would speak to the Commission about it. It was the consensus of the Commission that they felt this was a minor change and had no problem with this request provided they stay in the same footprint.
5. Ross Smith, 151 Davis Street. Smith told the Commission that he has contacted Yerka Engineering and they are doing the calculations on this property. The $100 fine was paid. Yacino asked that a timeline be required to file an NOI. Attorney Costa said that if the work is not going to be done according to the original Order of Conditions, Smith must file a new Notice of Intent. A Motion was made by Dube to hold a public hearing on Monday, June 6, 2011 at 8:00pm for Ross Smith regarding property located at 151 Davis Street, seconded by Van Roo. Vote was unanimous.

The Commission recessed at 7:30pm.
Present were Lawrence Bombara and John Bombara. The Town Engineer’s Comments dated 5/13/11 were reviewed. Copies were given to the Bombara’s. Yacino feels that the engineer’s responses go beyond the issue regarding the 200-feet of stream below the gate and goes beyond the scope of an RDA. Attorney Costa agreed and said that consistent long term operation/maintenance plan requires the filing of an NOI. Zisk said information regarding aquatic base flow, an environmental impact report and timeline for winter draw down should be submitted. John Bombara asked that the meeting be continued for Matthew Bellisle’s (Pare Corp) review of Cundiff’s comments. Yacino asked if a long range plan had been done and Larry Bombara said they were working on it. After much discussion, Van Roo suggested two points be deleted on Page 3, #4, C & D and asked Cundiff to e-mail the letter to Bellisle. The Commission and the Bombara’s agreed to this change. A Motion was made by Brown to continue the Public Meeting on Monday, June 6, 2011, at 8:15pm, seconded by Van Roo. Vote was unanimous.

1. Conservation Commission Member Position. Yacino asked Tracy Sharkey why she applied for this position but didn’t say anything when the Commission voted at the last meeting and Sharkey said that she would like to be a full time member.

At 8:15pm, a Motion was made by Brown to adjourn the meeting, seconded by Van Roo. Vote was unanimous.
