Simon Fairfield Public Library
June 24, 2014
Trustee Meeting

Present: Joe Biagioni, Ellie Chesebrough, Barbara VanReed, Betty Holden, Ramona Lachapelle, Karen Boyle, Town Engineer William Cundiff and Webster Credit Union Attorney Kevin David.
Absent: Merritt Tetreault, Danielle Morrow and Ann Carlsson.

The meeting was called to order at 7:10 PM.

Right of Way
Biagioni explained the discrepancy in the boundaries between the Webster Credit Union and John Petraglia’s adjacent property. Mr. David felt that the property line discrepancy could be easily resolved without the Library’s involvement. He felt that the change in the Right of Way was a bigger issue that he will present to the Board of Directors at their next meeting.

Minutes for the May 27, 2014 regular were accepted were accepted with one abstention from Lachapelle.

Old Business
Building Renovation
Biagioni will talk with John Petraglia and Bob Josey about the new right of way to garner agreement in its new location.
It was reported that Tetreault had approached Selectmen with a suggested phase approach to the renovation. Mr. Cundiff noted that drawings through design development were complete, but bid documents and design drawings had not been completed; there was room to revise these. It was questioned if accessibility could be addressed with phased construction. Project costs will go up if the construction is phased. Holden emphasized the need for handicapped accessibility and additional room to function better. Holden and Chesebrough questioned the need for an additional bathroom on the main floor. It was thought that a phase 1 issue would include the new parking lot behind the library, but would also require an underground storm water system. The Town’s Safety Committee would address the safety issue of the ingress and egress of the traffic to the new parking area. Architect VanVoorhis may be able to put together a scenario which shows the cost for full construction, for phased construction, and for addressing just handicapped issues.

Library steps and roof problems
To fix the pavement below the steps entailing Highway to complete this part of the repair would require $1500 to pay for materials and a floater. Mr. Cundiff was asked to check with the former Maintenance Manager, Mr. Colonero, if there was a guarantee for the roof repair work done several years ago. A motion was made and seconded to repair the front steps for $5,200 passing unanimously.

A meeting has been schedule for July 17, 2014 to vote in officers and approve by-laws for the Friends of the Library.

Library Beautification Program
Biagioni announced that the Library Beautification Program to work on the landscaping in front of the library would be Saturday July 12th from 9 am to noon. Chesebrough will submit news releases to area newspapers and Cable. She will also notify Carlsson to post this event at the Library.

New Business
New Trustee Karen Boyle introduced herself and was warmly welcomed by Trustees.

Chesebrough expressed her concern about using a home as an office as noted in Carlsson’s notice that her house had burned when the town provides a suitable office at the Library.

The next meeting will be July 22, 2014.
