June 28, 2016
Trustee Meeting

Present: Joe Biagioni, Danielle Morrow, Ellie Chesebrough, Kate Anderson, Betty Holden, Barbara VanReed and Justin Snook.
Absent: Ramona Lachapelle and Kevin Sughrue .

The meeting was called to order at 7:11 PM

A slate of officers, Joseph Biagioni, Chair, Danielle Morrow, Vice-Chair, Ramona Lachapelle, Treasurer and Ellie Chesebrough, Secretary was nominated, seconded and elected unanimously.

The minutes for April 26, 2016 were accepted with one abstention.

Treasurer’s Report
There was no Treasurer’s report.

Director’s Report
So far 48 children have signed up for the Summer Reading Program which begins July 6th with a “Summer Reading and Song Celebration with Davis Bates and Roger Tincknell and funded by the Douglas Cultural Council. On July 13th “Motion Commotion” will move the participants with hula hoops, relay races, etc. On July 20th the Douglas Cultural Council will fund “Healthy Choices, Healthy Lives” in a high energy comedy program with Robert Rivest. On July 27th Jim Manning will present a program that includes magic, comedy, balloon artistry, etc., made possible with funding by the Douglas Cultural Council and the Friends of the Library. On August 3rd, crafts and games will be had in “Fueling Your Engine”; a fruit salad is also in the making. August 10th marks a picnic finale and prize giveaway.

For adults, beginning July 6th is the opportunity to win by raffle prizes which have been donated to the Library every time they return a book they have read.

The Friends of the Library paid for signs to be placed on lawns noting that “A Supper Reader Lives Here”.

Old Business
Building renovation: Pyne Sand and Stone have agreed to donate a porous “pavement” for the parking lot behind the library. Highway will do the labor. Biagioni and Snook will have a better timeline after July 1st, when the new fiscal year kicks in. Some issues they have identified include whether the stone wall on the side of the library can be moved if needed, removing the tree over the access road, and resolving any safety issues with the Safety Committee. Town Engineer Cundiff will be included in the process.

Back door: The new back door has been installed thanks to FY16 funding that the Finance Committee voted to give the library instead of funding it through the FY17 Town Meeting article which passed.

Policies: There was some discussion on the history of policies the library has looked into, the last big effort was seven years ago. Snook presented a Patron Behavior Policy which was moved, seconded and past with one abstention. It is noted that the Child Safety Policy which is mentioned in the Patron Behavior Policy has not been approved yet.

Friends: The Friends of the Library will host a book sale in concert with the Farmers’ Market
Recycle Saturday on July 9th.

New Business
Archivist: Rebecca Lavallee has been volunteering 20 hours a week as an archivist, creating finding aids and working with both the Historical Society and Historical Commission in their work on the Douglas Historical Initiative.

Lighting: Unibank donated $2,500 for improving the lighting in the interior of the library. Focus is being placed on the foyer and the Director’s Office. Biagioni suggested LED lighting because of their lower operating costs. Mass Save’s energy audit was mentioned as a source for free lights as well as tips on how to save on operating costs as well.

Utility Payment: Snook reported on the need to pay utility bills in a timely fashion in light that late payment fees will now be allowed on municipal bills. He will look into the status of the municipal modernization bill which would allow a designated signer of the Trustee Board rather than a majority of signatures for invoices.

Landscaping: Biagioni’s landscaping work around the front of the library was praised.

The next meeting will be July 26, 2016.
