September 27, 2016
Trustee Meeting

Present: Joe Biagioni, Danielle Morrow, Ellie Chesebrough, Kate Anderson, Betty Holden, Kevin Sughrue, Ramona Lachapelle, Barbara Van Reed and Justin Snook.

The meeting was called to order at 7:08 PM

The minutes for August 23, 2016 were accepted with one abstention.

Treasurer’s Report
There was no Treasurer’s report.

Director’s Report
A finance report and circulation report for the library was given to those present. Axis and Overdrive figures have been included in the circulation report. Snook gave a summary of the programs that would be happening on library property for Octoberfest. Also noted was that four volunteers that have worked at the library since Snook arrived came from other libraries between jobs.

Old Business
• Building Renovation
The proposed parking lot needs a special permit from the Planning Board before work can begin. Snook is working closely with Town Engineer Cundiff to assure that the correct procedures are followed. There was some discussion on whether the permit should be a full special permit request or a minor special permit request.

Snook will follow-up with Town Counsel Bowen’s opinion about how the 30% capital expenditures is figured to trigger ADA compliance.

• Policies
VanReed summarized the policies the Trustees have worked on. Snook will revisit the policies he has drafted and determine which should now be considered by the Trustees.

• Trust Accounts
Snook reported that the Town Treasurer, the Town Financial Director, the Town Administrator and a representative from Bartholomew will be at the October 25 Trustees meeting to provide information on the Town’s use of Bartholomew for municipal trust accounts.

• Friends
The books have been sorted for the Octoberfest book sale.

New Business
• Overdrive
Snook is using some of the Library’s material budget to buy content for downloads for Douglas patrons to help satisfy the demand for eBooks.

• Boopsie
LIG/MEG funds are being used to use Boopsie for easier mobile access to Overdrive. This comes thanks to the C/W MARS mobile task force.

• Blackstone Valley Libraries
The first meeting of this group, the end of September, brought collaboration on sharing museum passes. They will also be looking into a group subscription to Event Keeper which will be used for reserving museum passes as well as reserving spots for special programs and story hours.

• Other
Snook’s next son’s due date is March 6, 2017 at which time he will be taking some time off to welcome his new family dynamic.

The next meeting will be October 25, 2016.

The meeting adjourned at 8:32 PM.
