August 22, 2017
Trustee Meeting

Present: Joe Biagioni, Danielle Morrow, Barbara Van Reed, Ellie Chesebrough, Kate Anderson, Betty Holden, Kevin Sughrue, and Justin Snook.
Absent: Ramona Lachapelle.

The meeting was called to order at 7:08 PM

The minutes for July 25, 2017 were accepted.

Treasurer’s Report
• Of a total municipal appropriation of $214,406 expenses to date are 31,838. Library private funds are currently $84,322.76

Director’s Report
• The Summer Reading Program final event has been extended by a week due to a family emergency.
• A Senior Center book group is being tried for October. The book will be The Incredible Journey by Sheila Burnford. The movie will be shown subsequently.
• Circulation is good. Snook is shifting audio book emphasis from books on CDs to e-book audios. He will be working with C/W MARS for a seamless transition.

Old Business
Building Renovation
• The major construction of the driveway is complete. Still needed is the installation of a wood beam guard rail the cost of which will be $3790. Bartlett Consolidated with whom the Highway Department has worked provided the quote. Highway did a great job on the driveway and Pyne Sand and Stone’s donation of the porous pavement was appreciated by all.

It was moved, seconded and approved unanimously to not to exceed $3790 from Building Donations to pay for the guard rail.

Biagioni is looking into wholesale price for Norway spruce to plant to provide some privacy for the building behind the library.

• Accessibility Grant: Snook reported that the library did not get the accessibility grant he had applied for from the State. He was encourage to reapply in mid-September.
• The air conditioner by the circulation desk is still functioning.

Trust Funds Vanguard to Bartholomew
Rich Bowen, Town Counsel, has been contacted to advise on how to get these funds in funds where the interest benefits the Library.

New Business
• Historical Society Collaboration
As a result of the work of Rebecca Lavallee and Betsy Youngsma documentation donated to the Historical Society by Tony Coppola has been transferred to the Library for cataloging and archival storage. Most will be digitized to open access in the future. A policy for local history archives collection development as presented for approval. Discussion included changing wording from “made by appointment”; it was thought that by training available staff that drop-by users wanting access would be better served. Grants from local agencies as well as the Historical Society were discussed as sources to fund this activity. The motion as made, seconded and passed with one abstention to accept the Local History Archives Collection Development Policy.
• Staffing
An opening will be posted within the week for the Library Assistant vacancy.
• Municipal Appropriation Requirement 2018
Due the transfer at the Annual Town Meeting from the revolving fund to the operating budget, the Municipal Appropriation Requirement fell shot by $512. It is planned to have an article on the November 6 Special Town Meeting to add to the Library’s budget from the town this sum. If it passes a petition for a waiver can be withdrawn. Snook also reported that the State will no longer allow revolving accounts to be used as part of the Total Appropriated Municipal Income (TAMI) and as a result the budget for the Library will have to increase by $5035. It was suggested that the library forego keeping the revolving account and give the town all its future fines to offset the increase in its budget.

The next meeting is scheduled for September 26, 2017.
