DOUGLAS PERSONNEL BOARD

January 12, 2016

Members Present: Ellie Chesebrough, , Kristen Stevens, BettyAnn McCallum
Non-members: Michael Guzinski

 MINUTES: Minutes from December 8, 2015, accepted as written.
 POLICIES AND PROCEDURES MANUAL (Attachment D): This is the Classification and Salary Chart. Mike agreed with the Board that this should be removed from the manual and just referred to as being voted on at the Annual Town Meeting each year.
Grievance Procedure (4.1 in the manual): Only the highlighted sections will be added, as suggested by Attorney Brian Masur. The rest of this section will remain intact.
 SELF-EVALUATION: Employees have been emailed this form and asked to return them to Mike by February 1st. Kristen would like copies of all the evaluations sent to our gmail account when completed.
 JOB DESCRIPTIONS (Fire Department): The Fire Chief is still working on these and will submit them in our format.
 STAFF EVALUATIONS: These are ongoing.
 2017 CLASSIFICATION AND SALARY SCHEDULE: Departments have been given approval for a 1.75% salary increase plus step increases, where appropriate. The Fire Dept. negotiations are ongoing. All contracts expire in 2017.
 I.T. POSITION: The new person for the I. T. position may start as early as January. This person will be an employee of Northbridge and will receive their salary and benefits from there. Douglas will be billed for 20% of this position, similar to a vendor.
 ORGANIZATIONAL CHART: The positions in this chart don’t match our position titles. Mike will look into changing them.
 ARCHIVES: BettyAnn will make a disk of all job descriptions (ones that don’t meet our format) and give them to Suzanne to be archived.
 MINUTES LINK FROM OUR WEB PAGE: BettyAnn and Kristen will work on doing this.
 POSITION EVALUATION WORKSHEET: Kristen did an update of this chart reflecting recent changes in positions, namely the Senior Center Director/Outreach Worker combined.
 NEXT MEETING: Tuesday, February 9, 2016, at 2:30 p.m. Ellie will post.
Members will review Mike’s email with the changes to the Personnel Policies & Procedures Manual and be ready for any comments or discussion.
