• REORGANIZATION: the Board welcomed Sharon Brotherton as a new member and voted unanimously to reorganize as follows:
Chairperson: Ellie Chesebrough
Secretary: BettyAnn McCallum

• RATING OF JOB DESCRIPTIONS: there was a consensus that a more equitable method of rating jobs and positions must be developed. Rather than a separate description for every position, there should be standard job descriptions and employees should fall within those guidelines. In addition, step increases should not be given automatically every year along with a cost of living increase. Employees are reaching the last step of their compensation scale too quickly.

• REQUEST JOB DESCRIPTIONS: the Board will request updated job descriptions from all employees with the following information: position, duties, # of hours worked and where they currently fall (FY2009) on the classification scale (grade and step). The job description must be signed by both the employee and the department head/supervisor and should be submitted by April 14th. BettyAnn will send out a letter to department heads and also print out the old job descriptions that are on file for us to review.

• DISTRIBUTION OF FY09 RAISES: those employees that were involved in union negotiations did not receive any pay increases in FY09, even though the funds were voted at the last annual town meeting. Since the union was dissolved, a vote will have to be taken to distribute those funds.
VOTE: A motion was made and seconded to restore all of the compensation schedules to what they where before union negotiations. ACCEPTED UNANIMOUSLY.

• COLA: The Personnel Board recommends a 1.5 % cost of living increase for FY2010, contingent on no step increases being given to any employee.

• POLICY BOOK: BettyAnn finished the policy book and gave to Mike, but made the following suggestions: make attachment G the last page (this is what new employees sign to prove they received the policy book) and make attachment D Job Classifications instead of the compensation scale. All were in agreement.

• NEXT MEETING: April 14th at 6:30 p.m. Sharon will post it.
