DOUGLAS PERSONNEL BOARD

August 24, 2010



Members Present: Ellie Chesebrough, Debby Heinz, BettyAnn McCallum
Non-Members: Mike Guzinski, Jeanne Lovett, Bob Sullivan (Water/Sewer), Arthur (Cable)

• JOB DESCRIPTIONS: Mike and Jeanne were interested in what the financial implications would be when we were finished rating the job descriptions. The Board felt that there would be little if any implications, since any changes would only effect new hires.
• CONTRACT POSITIONS: Mike provided the Board with current contracts for:
Executive Administrator
Police Chief
Lieutenant
Water/Sewer Systems Manager
Town Accountant (*This will change with the establishment of the Municipal Finance
Department)
Only 2 contracts are required by MGL: the Ex. Admin. and the Library Director
(MGL:Ch. 41, s108 N & O)
• SURVEYS: Mike will download the MIA Benchmark Survey for the Board to compare salaries with. Each of us will come up with a list of 10 compatible towns to do our own survey with some questions and positions to compare. The original survey was provided by BettyAnn, which used the EQV (Equalized Valuation per capita) as a measure of the community wealth and the FY00 average single family tax bill.
• POLICY BOOK: BettyAnn will get Mike a copy of the final Policies and Procedures Manual for review and approval by the Selectmen. The Selectmen must have 3 meetings before granting approval.
• TREAURER & TAX COLLECTOR POSITIONS: Mike felt that changes in these job descriptions would be minimal, with the exception that they will be reporting to the Finance Director instead of directly to the state. BettyAnn will look for the most current job descriptions on file.
• COLA: The Board discussed the fact that the Cable Board gave employees a 3% raise even though the Personnel Board voted to give 2% raises. Members of the Cable Board were unable to attend this meeting. The Personnel Board voted to recommend that all non-union, non contract employees receive the recommended COLA each year. VOTE: UNANIMOUS
• TRANSFER STATION: BettyAnn will send minutes regarding the position of Transfer Station Supervisor to the Board of Health.
• WATER/SEWER: Bob Sullivan needs a job description for a general laborer and maybe a part-time weekend operator (2 new positions). He will redo existing descriptions to clarify duties.
• FIRE DEPARTMENT: BettyAnn will contact Chief Gonynor for updated job descriptions.
• COMPUTER TECHNICIAN: Ellie will get a clarification on this position from Mike.
• HOME WORK: Members will rate the cable and senior center positions.
• RESIGNATION: The Board regretfully received Sharon Brotherton’s resignation.
• NEXT MEETING: Tuesday, September 21st , 2010, at 2:00 p.m. Debby will post.
