DOUGLAS PERSONNEL BOARD

October 19, 2010



Members Present: Ellie Chesebrough, Debby Heinz, BettyAnn McCallum
Non Members: Mike Guzinski, Jeanne Lovett, Arthur (Cable tv)

• MINUTES: Minutes from 9-21 accepted as written.

• BENCHMARK SURVEY-MMPA: Access to the benchmark survey put out by the Mass. Municipal Personnel Association is limited. This survey gives information about municipal positions, including salaries. Mike will try to get us access. It is now in digital format. If we need a single contact person, BettyAnn has volunteered to gather the information we need.

• PERSONNEL BYLAW: Mike and Jeanne asked the board to postpone the bylaw that was submitted for the special town meeting on November 15th. They asked that we submit it for the next annual town meeting.
VOTE TO POSTPONE SUBMITTING PERSONNEL BYLAW: UNANIMOUS

• POLICY BOOK: The policy book is being reviewed by the Selectmen and could be approved as early as November.

• FIRE CHIEF SEARCH COMMITTEE: The Board requested to be a part of this search committee. Debby volunteered to represent the Personnel Board.

• COMPENSATION AND CLASSIFICATION SCHEDULE: The Board explained to Mike our progress on reviewing all of the job descriptions. His concern was how this would impact the Town financially. The Board felt that there would be little if any impact.

• LIMITED PART-TIME EMPLOYEES: BettyAnn will check to see how many limited part-time employees receive benefits (sick days and paid holidays).

• TREASURER AND TAX COLLECTOR JOB DESCRIPTIONS: Now that these are no longer elected positions, the Board asked Jeanne to provide updated job descriptions for these two positions.

• NEXT MEETING: November 33, 2010, at 2:00 p.m. Debby will post it.
