August 09. 2011

Members Present: Ellie Chesebrough, Debby Heinz, BettyAnn McCallum
Non-Members: Mike Guzinski, Steve Zisk

• MINUTES: Minutes from July 6, 20ll, accepted as written.

• POLICIES: The Selectmen have finished the first reading of the Policies & Procedures Manual (3 readings are required). The 2nd reading will take place on September 5th.

• SUBCOMMITTEE: Steve Zisk was present to represent the subcommittee that has been appointed by Mike to review current policies presented by Selectman LaPorte at the public hearing regarding performance reviews and compensation. The subcommittee will consist of: Patricia Brule, MaryBeth Mello, Steve Zisk and Bill Cundiff. It will be our responsibility to write a directive for the subcommittee which will set guidelines and goals. All employees will be contacted for input.

• BYLAW: A special town meeting will be held in November. We will submit changes to the bylaw by mid-October regarding part-time employees who work less than 20 hours. VOTE: THE BOARD VOTED UNANIMOUSLY TO CHANGE THE BYLAW AS PREVIOUSLY PROPOSED WITH NO BENEFITS FOR LIMITED PART-TIME EMPLOYEES. BettyAnn will retype this and prepare it for the warrant.

• CORRECTIONS TO COMPENSATION SCALE: The following changes will be made to the compensation grid: OA-2: add Water/Sewer Adm. Sec.
OA-2: add Circulation Librarian
OA-4: replace Adm. Sec. with Children’s Librarian
MS-0: add library pages & Cable Assistant
MS-2: add Cable Coordinator
*Ellie will type up a formal request to have these on the warrant for the special town meeting.

• MANAGEMENT POSITIONS: Debby feels that the positions of Building Facilities Manager and Planning & Conservation Agent need to either be downgraded from management positions or have their job descriptions updated. When the new rankings are done, these positions will fall below where they are now. Debby suggested that Building Facilities Manager would be more appropriate on the public works grid. Mike said that he would review the job descriptions on file. BettyAnn felt that the positions should be placed where they rated since it would not effect the present employees.

• NEXT MEETING: Thursday, October 6th at 2:00 p.m. Debby will post.
