November 15, 2011

• MINUTES: Minutes from 8/9/11 and 10/6/11 accepted as written (Kristen abstained). Minutes from11/3/11 accepted as written by all.

• JOB DESCRIPTIONS: Jeanne will have new job descriptions done for the positions in the Finance Department and Bill will have an updated one for the Community Development Administrative Secretary. They will email them to us before our December 13th meeting. The Board had requested an updated job description for the Conservation/Planning Agent. There was a discrepancy between the job description we had on file and the one Community Development had on file. Bill and Steve will meet with Mike to make adjustments. Mike will also review the job description for the Municipal Facilities Manager. Debby questioned whether we should have a job description for the Finance Director who would perform Jeanne’s duties if she was unable to. This position was created by a Special Act and can be the Town Accountant, Treasurer/Collector or Assessor and has a Memorandum of Understanding, which makes this position exempt. Debby also suggested that the title for the position of Minute Taker be clearer.

• BYLAW: Ellie has suggested that we expand our definitions under Section IV of the bylaw as follows:
“Regular Part-time employee,” an employee regularly scheduled to work twenty (20) to twenty-nine (29) hours per week for fifty-two (52) weeks per year or at least one thousand forty (1,040) hours per year.
“Limited Part-time employee,” an employee that works fewer than twenty (20) regularly scheduled hours per week and less than one thousand forty (1,040) hours per year.

• BENEFITS: Employees who work less than 20 hours per week are not all being given the same benefits. Some receive holidays, sick and vacation days; some receive none. Three written comments from employees or departments were read—all 3 favored no benefits for limited part-time employees. The letter from the Board of Health pointed out that it could cost a minimum of $2,500 per employee to give these benefits, which would be added to the cost of the transfer station sticker. Ellie suggested taking away all benefits from limited part-time employees, but grandfather the people who are now receiving them. Any limited part-time employee hired after the bylaw is approved at town meeting would receive no benefits. At present, the clerks for Water/Sewer and Council on Aging and the Assistant Town Accountant receive benefits.

• PUBLIC HEARING: The bylaw will have to be submitted in February for the Annual Town Meeting. We will hold another public hearing prior to submitting our final copy.

• NEXT MEETING: December 13th, 2011, at 2:00 p.m.
