DOUGLAS PERSONNEL BOARD

January 10, 2012


Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, BettyAnn McCallum
Non Members: Mike Guzinski, Jeanne Lovett, Steve Zisk, Rick Colonero, Bill Cundiff

 MINUTES: Minutes from December 13, 2011, accepted as written.
 POLICY BOOK SECTION 5.18 (OVERTIME): “The Fair Labor Standards Act (FLSA) establishes minimum wage, overtime pay, recordkeeping and child labor standards affecting full-time and part-time workers in the private sector and in Federal, State and local governments. Covered nonexempt workers are entitled to a minimum wage as set by State Law. Overtime pay at a rate of not less than one and one-half (1½) times their regular rates of pay is required after forty (40) hours of work in a workweek. An employee’s use of earned time, i.e. sick, vacation and personal time will be counted towards the forty (40) hours when calculating an employee’s entitlement to overtime compensation.”
 VOTE: THE BOARD VOTED UNANIMOUSLY TO ACCEPT THE ABOVE AS SECTION 5.18 OF THE PERSONNEL POLICIES AND PROCEDURES MANUAL.
 PLANNING/CONSERVATION AGENT: Steve will submit an updated job description at a later meeting.
 RATING PROCESS: At a future meeting the Board will discuss some of the rating points, such as experience.
 BUILDING FACILITIES MAINTENANCE MANAGER: The Board rated this position at a score of 250. Ricky questioned how the score could be so much lower than the score given in 2006. The Board assured Ricky that this score would in no way affect his salary or position and that there were new board members and our rating process was somewhat stricter.
 MINUTE TAKER: Debby brought up the subject of minute takers and how they were being compensated and whether or not they actually attend meetings. She feels that this job description should be redone to reflect more accurately how the job is being done.
 COLA: Budgets were distributed in December with instructions to include a 1.5% increase in salaries. Ellie felt that in the future, Personnel should give a recommendation prior to the budget request. Both police and teachers’ unions will be getting 1.5% raises next year. Mike said the Selectmen have not voted on the COLA yet. Ellie suggested that we discuss the COLA in November each year. Ellie suggested that we call it something else since it really in not tied in with the cost of living, but rather based on what unions are getting.
 BYLAW: The Board will submit the bylaw for the Annual Town Meeting warrant. Debby has the original bylaw as we voted on it and will email it to Mike so that he and Jeanne can discuss limited part-time employees. Jeanne feels that some of the employees that fall under this category should really be considered “per diem” employees and would like more input from department heads. We will vote on the final bylaw at our February meeting.
 BOARD OF HEALTH: The Board received a memo from the Board of Health requesting the updated ratings for Board of Health employees. The Administrative Supervisor for the Board of Health is presently an OA-4. The new rating is 270, which puts it at an OA-5 level. BettyAnn will send a memo to the Board of Health and to Jeanne. Debby will redo the rating chart to see how many changes there are and departments will be notified of any upgrades. Jeanne will make corrections to the compensation scale for the warrant.
