DOUGLAS PERSONNEL BOARD
November 27, 2012

Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, Michael Yacino, BettyAnn McCallum

 MINUTES: Minutes from September 18, 2012, accepted as amended.
 EMPLOYEE EVALUATION SHEETS: The new evaluation sheets that were designed by the subcommittee were handed out at the last department head meeting. Bill gave instructions to department heads on how to use them. They are due back in Mike’s office on December 3rd.
 MIKE’S PLAN FOR THE PERSONNEL BOARD: Because Mike Guzinski was out sick, we were unable to discuss this item with him. Ellie proposed that we write a letter to the Board of Selectmen and Mike asking for a draft of Mike’s proposal before our next meeting in January. Michael Yacino suggested that the letter be written before Thursday so it can be placed on the agenda of the next Selectmen’s meeting.
 RATING CHART: Debby redid the rating chart, combining the scores for education and experience and adding the corrected score for confidential data. The Board accepted it as it was presented. Kristen called MMA Consulting for some information and was told that this system is copyrighted and that we cannot change the system. The Board will seek clarification on this matter and will ask to see if there is an original contract in existence.
 CONFIDENTIAL DATA: Michael submitted his view on confidential data and posed the question of how secure any confidential information is if it is on a networked computer system. Debby suggested that we send a memo to each department head asking what kind of confidential data they handle, who handles it and how secure it is. BettyAnn will type up a request for departments to find out what confidential documents each department handles, who has access and how they are protected.
 PLANNING/CONSERVATION AGENT: The Board has learned that the Planning/Conservation Agent is now only working 17 hrs. per week. The Board would like to know if his job description has changed and would like a copy of the agreed upon changes regarding this position.
 PAID DAY OFF AFTER THANKSGIVING: The Board was made aware of the fact that the Selectmen voted to give non-safety employees who normally work on Fridays a one-time paid day off on the Friday after Thanksgiving. The Board would like to go on record noting our disapproval of giving extra benefits to only a few employees. Ellie will draft a memo to the Board of Selectmen concerning this.
