DOUGLAS PERSONNEL BOARD
March 19, 2013

Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, Michael Yacino, BettyAnn McCallum
Non-Members: Mike Guzinski, Steve Zisk, Bill Cundiff

• MINUTES: Minutes from February 26, 2013, accepted as written.
• PART-TIME CONSERVATION AGENT: The hours for this position have changed from 35 hours to 17.5 hours per week and the salary has been pro-rated. The agent’s responsibilities no longer include planning board work and are devoted mostly to conservation. The Town Engineer has taken on the responsibility of planning board duties. The job description is based on the state template for this position. Mike felt that the expertise needed for this position remains the same even if the agent does not deal with planning board. Ellie questioned who makes decisions: the agent or the conservation commission? Ellie and Debby questioned the job description as submitted. Steve questioned if it was our intent to lower the salary for this position. Debby assured him that our rating would not change anything for him and would only effect this position if he resigned. Michael Y. felt that it is not our job to question job descriptions that have been submitted and approved by dept. heads. **Mike would like emails regarding any problems the board members have with the job description that was submitted.
• MIKE’S ROLE FOR THE PERSONNEL BOARD: Mike gave the Board his final draft of what the Personnel Board’s role will be since the Town approved the Special Act. VOTE: UNANIMOUS APPROVAL OF MIKE’S DRAFT.
• CONFIDENTIAL DATA RATINGS: Kristen questioned the new rating system because it doesn’t take into consideration what the consequences would be if confidential data was released. **Ellie will list all of the confidential documents that departments handle and see if Mike can prioritize the level of the materials. Most departments that deal with confidential materials have responded except the fire department. **BettyAnn will send them a second request.
• WAGES/RATINGS: Kristen has done a salary survey of various positions in the area, which she will try to complete for our April meeting. Her concern is that by adding the confidential rating factor, we will throw off the point scale and raise the total for all of the positions. Kristen feels it is important to make Mike’s organizational chart of the Town match our rating chart and job descriptions.
