DOUGLAS PERSONNEL BOARD
April 23, 2013
Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, Bob Holmes, BettyAnn McCallum
Non-Members: Mike Guzinski, Bill Cundiff

o RESIGNATION: Michael Yacino submitted his resignation on April 5, 2013.
o NEW MEMBER: Robert Holmes has been appointed to fill the vacancy created by Mike Yacino’s resignation.
o MINUTES: Minutes from March 19, 2013, accepted as written (Bob abstained).
o PLANNING/CONSERVATION AGENT: Steve Zisk submitted a request that we meet at night to allow him to attend when his position is discussed. The consensus of the Board is that since we deal mainly with employees, our meeting time should not be a problem. When discussing job description, we are rating the position not the person. Mike felt that allowing employees to have input could prove valuable and we could control the amount of input. Ellie suggested that the job description for this position be changed from 5 yrs. of experience to 2 and not have supervisory duties. Ellie cited a study done for the town of Lancaster regarding this position. *She asked for a review of the workload for the last 3 months for the Planning/Conservation Agent.
o CONFIDENTIAL DATA: Mike rated the list of confidential data with regards to the consequences resulting from the data being made public (see attached). Debby will work on a rating system using this information. The Board noted that several items were missing: impounded records (Town Clerk), gun permits (Police) and ambulance records (Fire Dept.). These should be incorporated into the list.
o RAISES: A 1% raise is being recommended at the Annual Town Meeting and it will be presented by the Selectmen.
o BYLAW: Brian Maser (Town Counsel) is updating the Personnel Bylaw to incorporate the Special Act.
o BUILDING FACILITIES MANAGER: The person in this position is retiring in the fall. Mike has informed us that there is nothing in writing yet but will keep us posted on when the position will be vacant.
o BOARD OF HEALTH: The Administrative Assistant will be retiring in the fall. When this occurs, the Selectmen have voted to reduce this position to 19 hours per week. (The Town saves approximately $15,000 a year in insurance premiums for each position that is reduced to less than 20 hours.) The Board has requested that an updated job description be submitted if the duties for this position will be changed.
o WORKBOOK: Kristen is working on a comprehensive workbook for Board members that will address rating employee positions.
o NEXT MEETING: Tuesday, June 4, 2013, at 2:00 p.m. BettyAnn will post.
