DOUGLAS PERSONNEL BOARD
June 4, 2013

Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, BettyAnn McCallum

 REORGANIZATION:
Chairperson: Ellie Chesebrough
Vice Chair: Kristen Stevens
Secretary: BettyAnn McCallum
VOTE: The Board voted unanimously to accept the above slate.
 MINUTES: After changing the dates, the minutes of April 23, 2013, were accepted as amended.
 CONSERVATION AGENT: Mike submitted an average of hours worked over the last 3 months for this position. This position still has not been rated because the Board feels the job description does not reflect the current duties. The Board received a letter from Steve Zisk dated 6/3/13, which Ellie will forward to Mike to answer. It is the Board’s position that our responsibility is to deal with job descriptions (listing only basic duties) and that Mike’s responsibility is to deal with employees under the guidelines of the Special Act.
 CONFIDENTIAL DATA RATINGS: Debby is working on a chart to include the ratings for confidential data. Kristen submitted info from the town of Ayer showing how MMA Consulting incorporated confidential data into their position ratings. This was the same company that did Douglas’ position evaluations.
 BYLAW: Mike submitted the revisions made by Town Counsel. *Board members will review the bylaw for our next meeting and make comments.
 RATING MANUAL: Kristen has redone our rating manual to reflect changes we have made in procedures. *BettyAnn will check on the date of the original manual for our next meeting and will make sure all current job descriptions include our rating with the classification. *Members will review the manual for our next meeting for discussion.
 EMPLOYEE EVALUATIONS: Ellie will ask Mike for a “blind” overview of the employee evaluations.
 FACILITIES MAINTENANCE MANAGER: Mike will have a proposal for this position in July. An official letter of intent to retire has not been submitted yet.
 REAPPOINTMENT: The Selectmen have asked if we endorse Kristen for reappointment. VOTE: THE BOARD UNANIMOUSLY ENDORSED.
 BOARD OF HEALTH: A new job description for the position of Administrative Supervisor was received, reflecting the change from 30 hours to 19 hours per week. The title will change to Administrative Assistant as well as some of the duties. *Board members will review and rate the position for the next meeting.
 NEXT MEETING: Tuesday, July 16, 2013, at 2:00 p.m. Debby will post.
