Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, BettyAnn McCallum

• MINUTES: Minutes from August 20,2013, accepted as amended.
• PART-TIME CONSERVATION AGENT: The Board is at an impasse with Mike and Bill regarding this job description. It will be discussed further when Mike is present.
• CONFIDENTIAL DATA RATINGS: After much discussion about the validity of assigning extra credit to employees who deal with confidential data, the Board decided to include it under “accountability”. Debby will work on combining the two factors for our next meeting.
• BYLAW: Tabled until Mike is present.
• MUNICIPAL CUSTODIAN-PART TIME: The Board received a new job description from Mike for this position. It was rated at 150, PM-1.
• FIRE DEPARTMENT: The Deputy Fire Chief receives a $2,000 stipend per year, but is also paid per call that he answers. The Assistant Fire Chief receives an hourly rate for hours worked.
• POSITION RATINGS: Debby feels that as part of the rating procedure, Mike should receive a copy of the job description with a copy of the rating sheet for the files.
• WORKSHOP: Debby questioned if the Board held a workshop if it had to be taped. Mike informed Ellie that we could put in a request to the Cable Comm. but they had the final say. The Board does not have the authority to refuse to be taped.
o Appendix D: Appendix D needs some revisions but the Board decided to wait for comments from Bob.
o Vacation/Sick Time: The Board discussed whether or not employees should be allowed to take vacation, personal and sick days by the hour. There was no consensus. A policy is in place which allows for the following: Salaried employees may take vacation, personal and sick time in ¼ day increments; hourly employees may take vacation, personal and sick time in ¼ hour increments. Our payroll system is already set up to calculate this. The Board recommends that under 5.8 Tardiness and Failure to Report to Work the following be added: “If a department head feels that sick time is being abused, disciplinary action may be taken.”
• JOB DESCRIPTION TEMPLATE: BettyAnn will email copies to members so that it can be updated to reflect changes in the rating manual.
