DOUGLAS PERSONNEL BOARD

October 29, 2013

Members Present: Ellie Chesebrough, Debby Heinz, Kristen Stevens, BettyAnn McCallum
Non-members: Mike Guzinski

 MINUTES: Minutes from September 24, 2013, accepted as written.
 PART-TIME CONSERVATION AGENT: Mike received a memo from Steve Zisk regarding his job description. The Board feels that this is no longer a supervisory position since it has been changed to less than 20 hours per week. Mike discussed the situation with Steve and will address updating the job description with Bill Cundiff.
 BYLAW: The Board received Mike’s changes to the Personnel Bylaw. At this time, the bylaw that was voted in at the Annual Town Meeting in May, 2012 is in effect.
 BLIND ANALYSIS: Mike suggested that a questionnaire be sent out to Dept. Heads on the effectiveness of the new evaluation sheet. This will be the second year using the new form. Employee reviews for this year should be starting now.
 FIRE DEPARTMENT: It was established a previous meeting that the Deputy Fire Chief is paid a yearly stipend plus a per call pay. The Assistant Fire Chief receives a salary for hours worked.
 CONFIDENTIAL DATA: Debby feels that confidential data would merge better with the Judgment factor than with Accountability and has created a new rating sheet. After much discussion regarding the rating chart, Debby offered to work on the rating manual. Kristen asked that we separate education and experience again.
 JOB DESCRITPION TEMPLATE: Discussion on this matter was tabled until our next meeting. “The job description must follow the template” when writing a job description.”
 NEXT MEETING: Tuesday, December 3, 2013, at 2:00 p.m. Debby will post.
