DOUGLAS PERSONNEL BOARD
July 28, 2015
Members Present: Ellie Chesebrough, , Kristen Stevens, BettyAnn McCallum
Non-members: Mike Guzinski

o MINUTES: Minutes from May 19, 2015, accepted as written.
o UNION NEGOTIATIONS: Mike informed the Board that union negotiations have been completed. Teachers will receive the following: FY15-1% + steps, FY 16-.05% with no steps, FY 17-1.75 % + steps.
o CYBER-STORAGE: Policies can be added to the Selectmen’s website page. Bylaws should be put on the Town Clerk’s website page (corrections need to be made). Ellie will check with the Town Clerk and work with her regarding these.
o POLICY BOOK: BettyAnn went over some of the changes to the policy book. Mike will have Town Counsel review them and get back to us. The Board decided to put section 6.3.3 back into the policy book with the words “when applicable” to read as follows:
6.3.3 Disposition of Vacation and Sick Leave
An employee who leaves Town employment directly for such leave may elect to be paid for any accrued vacation he/she may be entitled to if separating from Town employment. This decision shall be noted in the personnel status change report affecting the leave. If the employee elects not to be paid for vacation leave, then accrued vacation credits shall be reinstated upon return of the employee. Accrued sick leave shall be reinstated upon return of the employee when applicable.
o JOB DESCRIPTIONS: The following positions were discussed:
Combined Senior Center Director/Outreach Coordinator—The two positions have now been combined into one 40 hour position as an M-2. Mike will forward the job description.
Board of Health—originally this was a 30 hour position but when Marleen retired, the position went to 19 hours. Currently it is back to 30 hours with the same job description and same title. She coordinates the nurse and transfer station.
Building Facilities Manager—this position is now 20 hours (M-2) who supervises a custodian (PM-1).
Fire Department—there are 4 union members (2 lieutenants and 2 paramedics that are full time). All others are non-union. There is no job description on file for the captain, whoserves as the person in charge on the scene. The deputy takes over the duties of the Fire Chief in his absence. We have no job descriptions on file for on-call EMT’s.
Kristen will ask Suzanne to get some job descriptions from the MMA website.
