The meeting was called to order at 7:00pm.

ATTENDANCE
Chairman Michael Yacino, Linda Brown, David Windoloski, Tracy Sharkey, Stephen Zisk (Planning/Conservation Agent) and Maria Lajoie (Administrative Secretary). Absent was Brandi Van Roo and William Cundiff (Town Engineer). Also present was Adam Silva of the Blackstone Valley Tribune.

7:00 PM DISCUSSION
1. Request for Certificate of Compliance: Douglas Camp Meeting Association, 25 South Street (DEP #143-0801). A final site walk was done. After discussion, a Motion was made by Brown to issue a Certificate of Compliance to Douglas Camp Meeting Association, 25 South Street, seconded by Windoloski. Vote was unanimous.
2. Request for Certificate of Compliance: Dennis Michalik, 48 Davis Street (DEP #143-0637). A final site walk was done. After discussion, a Motion was made by Brown to issue a Certificate of Compliance to Dennis Michalik, 48 Davis Street, seconded by Windoloski. Vote was unanimous.
3. Certificate of Compliance: Town of Douglas, Jepherson Drive (DEP #143-0400). Zisk explained that the Certificate of Compliance that was issued in 2005 had never been recorded by the owner of the subdivision. The Town now owns the road and the Certificate must be recorded. A Motion was made by Brown to re-sign the Certificate of Compliance, seconded by Windoloski. Vote was unanimous.
4. Meeting Minutes of 12/5/2011. After review, a Motion was made by Brown to approve the Meeting Minutes of December 5, 2011, as amended, seconded by Sharkey. Vote was unanimous.

7:15 PM DISCUSSION: National Grid: Tree Pruning/Removal Agreement (Manchaug Street)
Present was Luke Fiske, Tree Inspector, from the National Grid Hazard Tree Program. Fiske gave a power point presentation to remove trees to lessen power outages in town. Fiske is requesting permission to remove 29 (red) tagged trees and trim 3 (blue) tagged trees for a total of 32 trees. Fiske also said that he walked the site with Tree Warden Leon Mosczynski who said he had no issues with this request. Zisk said that the trees being discussed are located on Manchaug Road (the Dube conservation land on the right and the Mosczynski conservation land across the street on the left) were of small caliber. Yacino asked Fiske when the work is to begin and Fiske said within 4 to 6 weeks. There was much discussion about the trees that were removed on Gilboa Street. Yacino is concerned about National Grid not leaving enough canopy near the wetland areas and feels that National Grid should contact the Commission whenever they plan to do any work in or near wetland areas. Yacino also asked Fiske if telephone poles were considered structures and also asked how the state can say that National Grid is exempt. Fiske said he would get answers to both questions for the next meeting. Brown said she wanted to look at the trees to be cut before she signs the Agreement and the members agreed. Fiske will be on the 1/17/12 agenda at 7:00pm.

7:30 PM (NOI) #143-0837 PUBLIC HEARING CONTINUED – Monroe Street / EXXON MOBIL PIPELINE COMPANY, INC
Zisk received an e-mail from Seth Lajoie dated 1/3/12 requesting a continuance because he is waiting to hear from DEP. A Motion was made by Brown to continue the Public Hearing on Tuesday, January 17, 2012 at 7:30pm, seconded by Sharkey. Vote was unanimous.

7:45 PM (NOI) #DCC-05 PUBLIC HEARING CONTINUED – 34 & 36 Davis Street / COOPERTOWN REALTY TRUST
Zisk received an e-mail from James Pyne dated 12/19/11 requesting a continuance because he is waiting for the Planning Board to close their hearing. A Motion was made by Brown to continue the Public Hearing on Tuesday, January 17, 2012 at 7:45pm, seconded by Sharkey. Vote was unanimous.

7:46 PM Whitin Reservoir Watershed District: Special Order of Conditions
Present was John Bombara. Zisk said that due to computer problems with the toggle button minor errors were made to the Order of Conditions, which were fixed. Also a change was made to Special Order #3 Stream Flow Data: “The stream flow data shall be submitted to the Commission on the 15th of every month detailing the amount of base flow that is being maintained downstream of the dam”. The Commission re-signed the Order of Conditions.

ADJOURNMENT
At 7:46pm, a Motion was made by Windoloski to adjourn the meeting, seconded by Sharkey. Vote was unanimous.
