The meeting was called to order at 7:05pm.

Chairman Michael Yacino, Linda Brown, Brandi Van Roo, Tracy Sharkey, Stephen Zisk (Planning/Conservation Agent) and Maria Lajoie (Administrative Secretary). Absent was David Windoloski and William Cundiff (Town Engineer).

1. Town Clean-Up. Mark & Becky Perry of 72 Depot Street were present on behalf of their daughter Jordan. Jordan sent a postcard to the Commission regarding litter on the sides of roads and asked if the Commission could help. On behalf of the Commission, Yacino wrote a letter to Jordan inviting her in to this meeting to discuss ways of coordinating a clean-up day. Mark said that he and Jordan have cleaned up Railroad Avenue a few times while walking. Discussion about organizing a clean-up in town. Suggestions were to contact the Board of Health and the Highway Department to dispose of the trash properly. The Commission asked the Perry’s if Jordan could act as an organizer and get a group from school to plan a clean-up throughout town by making a sign-up sheet. The Commission will supply trash bags with recyclables being kept separate. Everyone agreed that the end of March would be a good time to do this. Van Roo suggested designating areas to pick up trash and areas for Highway to pick up the trash bags. Yacino asked that Jordan pick a couple of dates and also rain dates. Brown suggested getting in touch with the Open Space Committee who has done clean-ups in the past. Jordan to contact Zisk. This could become an annual event.
2. Conservation Commission Appointments. Michael Yacino, Linda Brown and Brandi Van Roo’s 3-year terms are ending 6/30/12. A Motion was made by Sharkey to ask that the Board of Selectmen reappoint Michael Yacino, Linda Brown and Brandi Van Roo for a 3-year term as Conservation Commission members, seconded by Brown. Vote was unanimous. Lajoie to send the Selectmen a memo.
3. Review & Inspection Fees. Zisk asked the Commission to consider charging “monitoring fees” for large projects (such as Exxon). The Commission asked Zisk to make copies of our Fee Schedule for the next meeting. They may want to create a policy to replenish fees, if necessary.
4. Meeting Minutes: 2/6/12. These minutes are on hold for the next meeting.
5. Signed: Order of Conditions: Ross Smith, 151 Davis Street (Zisk told Smith that he needed to replace the erosion controls), Certificates of Compliance for Kenneth Hansen, 29 Shore Road and a Certificate of Compliance for Emanuelson, 76 Bigelow Road.
6. 34 Davis Street: Demo Update. Present were abutters Andrew Smith, 21 Davis Street and Jeremy Flansburg, 63 Monroe Street. Zisk said that the Planning Board approved the Aquifer Protection Special Permit but denied the Earth Removal Special Permit. Gary Vecchione obtained a demolition permit application to take down the house and asked Zisk about filing with the Commission. Zisk told him that the house is out of the Commission’s jurisdiction. Smith said that there is activity going on at the site and said there are two piles of gravel and digging on the left side of the house. Zisk will go to the site tomorrow but said there were no wetlands to the left. Flansburg asked if the septic system would be removed and Sharkey said that a septic system can either be removed or crushed.
7. Solar Panels. Yacino said he spoke to Rob Garrity the Executive Director of the Mass Climate Action Network regarding the installation of solar panels on a closed landfill. Brown said that it was discussed at the Building Facilities & Construction Committee and Cundiff had said that you couldn’t install the panels on the Town of Douglas landfill because it does not have a good cap and also said that there is considerable liability to have them installed on a municipal building. Yacino said he would speak to Cundiff further about the panels in a landfill.

At 7:30pm, a Motion was made by Van Roo to adjourn the meeting, seconded by Brown. Vote was unanimous.
