The meeting was called to order at 7:00pm.

Chairman Michael Yacino, Linda Brown, Brandi Van Roo, Tracy Sharkey, David Gallant, Stephen Zisk (Planning/Conservation Agent) and William Cundiff (Town Engineer). Absent was David Windoloski and Maria Lajoie (Administrative Secretary).

1. Schedule Site Walks: 12 Bigelow Road, 8 Arnold Road, 362 Southwest Main Street, and Crescent Lane (Nature View Estates). Ross Smith present to discuss Crescent Lane. Smith submitted a letter from Guerriere & Halnon stating that the catch basins were cleaned, maintenance on retention ponds done, loaming and seeding is done and everything is stabilized and meet the specs. The Commission will do a site walk tomorrow at 5:30pm. The Commission will then go to 362 Southwest Main, 12 Bigelow Road and 8 Arnold Road.

7:15 PM (NOI) #143-0841 PUBLIC HEARING CONTINUED – 722 Northwest Main Street / MORSE HOMES, LLC
Present on behalf of the Applicant was Paul Hutnak of Andrews Survey. The project consists of the construction of a single family house, septic system and associated site work within 100-feet of a bordering vegetated wetland. The Commission received a DEP Number. A Motion was made by Brown to close the Public Hearing and issue an Order of Conditions, seconded by Van Roo. Vote was unanimous.

1. Positive Determination of Applicability: Donald Youngsma, 86 Island Road
2. Order of Conditions: Towns of Douglas, Northbridge & Sutton, “West Side Connector Road”
3. Order of Conditions: Brian Guilfoyle, 37 Hough Road
4. Order of Conditions: Pyne Sand & Stone Company, 34 & 36 Davis Street. Yacino said that Zisk will get estimates from companies for stream testing (oil, grease, petroleum) and the testing will be done periodically per the Order of Conditions. .
5. Order of Conditions: Morse Homes, LLC, 722 Northwest Main Street
6. Extension Permit for Order of Conditions: Debra Muratore, 283 Southwest Main Street
7. Extension Permit for Order of Conditions: David L’Heureux, 144 Southeast Main Street

1. Town Clean-Up Day. Zisk said Jordan Perry and the students did a great job cleaning up trash on four streets (Depot, Railroad, Webster and Douglas Hill Way). The Highway Department picked up the trash bags and brought them to the Transfer Station. Zisk said he hopes that next year the students will schedule a clean-up day around Earth Day and have students be assigned to clean up their own streets. Yacino asked that a letter be sent to Superintendent Nancy Lane regarding the recognition of Jordan Perry. It will be copied to Beverly Bachelder, Principal, the Board of Selectmen, Town Administrator and Jordan Perry.

At 8:25pm, a Motion was made by Van Roo to adjourn the meeting, seconded by Brown. Vote was unanimous.
