The meeting was called to order at 7:05pm.

ATTENDANCE
Present were Linda Brown (Chairman), Tracy Sharkey (Vice Chairman), Brandi Van Roo, David Windoloski, Michael Greco, Jack Pruitte, Stephen Zisk (Conservation Agent) and Maria Lajoie (Administrative Secretary). Absent was David Gallant.

7:05 PM DISCUSSION
1. Meeting Minutes of 10/1 will be approved at the 11/5 meeting.
2. Signed Voucher for the mowing of Manchaug Street Conservation Land.
3. Request for a Certificate of Compliance: Mark Haggarty, 50 Downs Road (DEP #143-0326) (apo “Shady Knoll Estates”-Roadway). Zisk said that this parcel is not associated with DEP #143-0326. A Motion was made by Sharkey to issue a Partial Certificate of Compliance to Mark Haggarty, 50 Downs Road, seconded by Van Roo. Vote unanimous. Zisk to find out what other town owned subdivisions need final Certificates of Compliance.

7:20 PM (NOI) #143-0841 PUBLIC HEARING CONTINUED – 115 Shore Road / MILLER, ROBERT
Lajoie received revised plans dated 10/12/12 in the mail today from Seth Lajoie. Zisk has not had a chance to review the revised plan prior to the meeting. A Motion was made by Van Roo to continue the Public Hearing on Monday, November 5, 2012 at 7:15pm, seconded by Sharkey. Vote unanimous.

7:22 PM (RDA) PUBLIC MEETING CONTINUED– 21 Davis Street / DOUGLAS INTERMEDIATE / ELEMENTARY SCHOOL
Zisk received an e-mail from Cortney Keegan (School Business & Operations Manager) on 10/12/12 stating that the school department determined that it would be cost prohibitive to pursue this project regarding the path any further. Zisk said that the end of the path (roadway) has elevated 15-feet and is no longer accessible. Lajoie spoke to William Cundiff about this e-mail and he contacted Superintendent Nancy Lane. Mrs. Lane sent Lajoie an e-mail requesting a continuance of the public meeting and will attend the Conservation’s meeting in November. A Motion was made by Van Roo to continue the Public Meeting on November, 5, 2012 at 7:20pm, seconded by Sharkey. Vote unanimous.

DISCUSSION
1. 2013 Meeting Schedule. Lajoie said that 1/21/13 is a holiday and Planning Board is meeting on 1/22/13. Lajoie asked the Commission if they wanted her to ask the Town Clerk if there is another room available or do they want to cancel the meeting. The Commission asked Lajoie to speak to the Town Clerk about another meeting room. The Commission will vote on the schedule at their next meeting on 11/5/12.
2. Wallum Lake State Park. Zisk showed the Commission pictures that he took of the work that was done on the Southern New England Trunkline Trail. DCR repaired 500-feet of washed out roadway along this trail that the beavers caused. VandenAkker filed an RDA for the December meeting.
3. MACC. The Massachusetts Association of Conservation Commissions sent a letter dated 10/8/12 regarding the new Dues Schedule for FY14 in the amount of $252. We paid $231 in FY13. Our dues will increase $21. Included was the Annual Calendar for the Fall Conference and other workshops.

ADJOURNMENT
At 7:25pm, a Motion was made by Van Roo to adjourn the meeting, seconded by Pruitte. Vote unanimous.
