PLANNING BOARD MEETING MINUTES
TUESDAY, SEPTEMBER 25, 2012

A meeting of the Planning Board was held on Tuesday, September 25, 2012. Mr. Marks called the meeting to order at 7:12 PM and announced that the meeting is being recorded and will be available on cable and on the website.

ATTENDANCE
PRESENT: Ernest Marks (Chairman), Eben Chesebrough, Robert Werme, Jr., Michael Zwicker, Tracy Sharkey, Michael Greco (Associate Member), William Cundiff (Town Engineer)
ABSENT: Derek Brown

PLANNING BOARD BUDGET
Mr. Cundiff presented a request and a form from the Strategic Budget Committee (SBC) for the Planning Board’s FY14 Budget. It was due yesterday; therefore Mr. Cundiff submitted a preliminary budget, stating that it was subject to the Planning Board’s review. The submittal was reviewed and discussed. The Board was in agreement with what Mr. Cundiff had submitted.

7:13 PM DISCUSSION
1. Mr. Marks stated that there would be a joint meeting with the Board of Selectmen on October 16, 2012 at 7:00 PM to discuss filling the vacancy on the Planning Board for a term ending in May. Mr. Chesebrough invited anyone who is interested in joining the Planning Board to apply in the Selectmen’s office.
2. Mr. Marks stated that the Public Hearings for the Zoning Bylaw Changes: ZBA Members & Trailers is scheduled for October 16, 2012.
3. (8:03 PM) ZBA Application: Guaranteed Builders, Inc., 160 Southwest Main Street. Ms. Sharkey reused herself. Mr. Werme reviewed the application. Guaranteed Builders are asking for a 20’ variance to build a garage at 160 Southwest Main Street. The Board was in agreement.
4. Mr. Marks stated that a letter was submitted to the Board of Selectmen for acceptance of Conservation Drive as a public way.

7:22 PM PUBLIC HEARING: FUNARI SITE DEVELOPMENT (File #: MOD 12.0906) APPLICATION FOR A MODIFICATION OF A DEFINITIVE SUBDIVISION PLAN, “WHITIN RESERVOIR ESTATES”, LOCATED OFF DOUGLAS HILL WAY
Mr. Marks opened the public hearing and the continuance of the below public hearing. The two meetings ran in parallel. It was decided that Mr. Greco would be a voting member for today’s public hearings. Mr. Steve O’Connell of Andrews Survey & Engineering, Inc. and Lori Funari of Funari Site Development joined the meeting. Mr. O’Connell stated that he received comments from the Planning Department on the plan submission, and he is about a day a way from addressing their concerns and issuing a bound set to the Board.
Storm water runoff was discussed. A system would need to be designed. Mr. Cundiff stated that some Highway Dept. projects were discussed at the last meeting and one idea was for installing a drainage system on Northwest Main Street.
Mr. Roy Swenson, 565 Northwest Main Street, asked to look at the plan and asked about a missing conveyance note on Parcel A. Mr. Marks stated that the note would be included on the plan.
Mr. Robert Muniz, 243 Northwest Main Street, spoke regarding the discussion that took place last week. He asked if the $20,000 were going to be applied to this development. Mr. Marks stated that the Board has not seen any numbers yet. A discussion was held regarding concrete vs. bituminous sidewalks.
Mr. Muniz also spoke about the poor condition of his and his neighbors’ wells.
Ms. Carol Drake, 11 Douglas Hill Way, several meetings ago had asked the Board to visit Douglas Hill Way to see the configuration of the street and judge the impact of this project on traffic and safety. Ms. Drake asked the Board to familiarize themselves with the street and to consider the least amount of homes for this project. Mr. Marks stated that they would do a traffic study and sight line. He suggested Ms. Drake submit requests to the Highway Dept. and Safety Committee to install a stop sign and a “Dead End” sign.
Mr. William Peck, 27 Douglas Hill Way, asked if headlights from this new development would bother Ms. Drake’s home. Mr. Marks stated that the road has been moved a bit so that would not occur.
Mr. Chesebrough made a motion to continue the Public Hearing: Funari Site Development, Application for a Modification of a Definitive Subdivision Plan, “Whitin Reservoir Estates” Located Off Douglas Hill Way to October 16, 2012, at 8:45 PM. Ms. Sharkey seconded the motion. Vote: Unanimous

7:22 PM PUBLIC HEARING CONTINUED: FUNARI SITE DEVELOPMENT: (File #: FD 12.0403) APPLICATION FOR A FLEXIBLE DEVELOPMENT SPECIAL PERMIT “WHITIN RESERVOIR ESTATES”, LOCATED OFF DOUGLAS HILL WAY
Mr. O’Connell stated that there was nothing new to report.
Mr. Chesebrough made a motion to continue the Public Hearing: Funari Site Development, Application for a Flexible Development Special Permit, “Whitin Reservoir Estates” Located Off Douglas Hill Way to October 16, 2012, at 8:45 PM. Ms. Sharkey seconded the motion. Vote: Unanimous

MINUTES: August 14, 2012, August 21, 201, September 11, 2012
Approval of the minutes was deferred to the next meeting.

OPEN SESSION
Mr. Cundiff stated that there would be no meeting on October 9, 2012; however there would be a meeting on October 16, 2012.
Mr. Zwicker asked if there were any plans to move the mountain of dirt on Rte. 146. Mr. Cundiff stated that he is looking at alternatives.
Mr. Chesebrough asked about the Flexible Zoning bylaw. Mr. Cundiff did send something to the attorney, but he has not heard back.
The Board wished Mr. Zisk good luck in his new position. Mr. Marks stated that Mr. Cundiff would be assuming Mr. Zisk’s responsibilities at the Planning Board meetings.

8:07 PM ADJOURNMENT
Mr. Chesebrough made a motion to adjourn the meeting at 8:07 PM. Ms. Sharkey seconded the motion. Vote: Unanimous.
