BUILDING & FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
FEBRUARY 20, 2013

A meeting of the Building Facilities Construction Committee (BFCC) was held on
February 20, 2013 at the Municipal Center. Mr. Holland called the meeting to order at 7:07 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Shirley Mosczynski (Vice Chairman), Linda Brown, Ed Gouin, Virginia Howe, Matt Sargent, William Cundiff (Town Engineer)
ABSENT:

SCHOOL BUILDING PROJECT
Ms. Mosczynski stated that the new elementary school is scheduled to be completed by the end of June. Site work will be ongoing. Phases 4 & 5, repair of the middle school, are scheduled to start at the end of June and go to February 2014. The auditorium is complete. Negotiations are ongoing with the insurance company to settle some issues with payments for the middle school roof leak damage. The School Building Committee is now looking at technology, furnishings and security issues.
Mr. Cundiff stated that they are nearly 50% complete, budgetary wise, and still under budget. Ms. Mosczynski invited the committee to site walks at 5:00 PM, before School Building Committee meetings.

MUNICIPAL CENTER SPACE
Mr. Cundiff has not had a chance to coordinate a follow-up meeting with the architect. Their estimate was approximately $539,000-$711,000 to do the renovation, which is much higher than the $130,000-$200,000 expected. He will meet with the architect in the next month.
In the packet is a draft memo that Mr. Cundiff shared with the chair of both the Strategic Budget Committee and Board of Selectmen. Mr. Tim Bonin is aware of what is in the memo. The memo is not finalized, and Mr. Cundiff is looking for input.
Ms. Mosczynski stated that this project has also come before Capital Planning and they are reviewing it.

HEMLOCK STREET BRIDGE
Mr. Cundiff has just received the 100% design plans. He did receive feedback from MassDOT, and they had a list of comments to be incorporated as edits. The next step is to go to the Conservation Commission to get the permitting going for the Notice of Intent. The target is to try to get the work done this summer. Mr. Cundiff still needs to coordinate a meeting with the residents of Hemlock Street. He stated that the McGuire Group is very cooperative and considerate of the aspect that the Highway Department will be doing some of the work

SOUTH STREET BRIDGE
The Highway Dept. asked that the BFCC solicit prices from engineering firms to do repair work to the stonework. The McGuire Group helped with the estimate. Mr. Cundiff still needs to develop a scope of work.

MISCELLANEOUS
FY14 Budget Memo from the Town Administrator: The Finance Director is looking for input. They are requesting level funding.
Ms. Mosczynski made a motion to level fund the FY14 budget. Ms. Brown seconded the motion. Vote: Unanimous.
Annual Report: Mr. Cundiff presented the Annual Report for review. There were no changes or comments.

MINUTES
Ms. Mosczynski made a motion to accept the October 17, 2012 Building Facilities Construction Committee meeting minutes as presented. Ms. Brown seconded the motion. Vote: Unanimous.

UPCOMING MEETINGS
The next meetings will be March 20, 2013 and April 17, 2013.

ONGOING PROJECTS
Mr. Cundiff stated that there have been no changes to the below listed projects.
Library ADA Project: This project is with the Library Trustees.
Main Street Sidewalk: They are waiting for the Highway Dept. to move forward with their roadwork so that this can be done at the same time.
The Green Communities Act: There has not been a lot of activity with this. Mr. Cundiff has watched one Webinar, which stated that they want an individual in the community to be a Green Advocate.
Solar Project(s): Mr. Cundiff and Mr. Guzinski have met with a number of different companies. They have a proposal from IRC. There will be space available on the new school roof, as well as other places in town. There are two commercial solar projects in town from which the town will receive benefits. The town can claim credit against the energy produced at these two commercial facilities.

Ms. Brown made a motion to adjourn the meeting at 7:30 PM. Mr. Gouin seconded the motion. Vote: Unanimous.
