SEPTEMBER 18, 2013

A meeting of the Building Facilities Construction Committee (BFCC) was held on
September 18, 2013 at the Municipal Center. Ms. Mosczynski called the meeting to order at 7:05 PM.

PRESENT: Shirley Mosczynski, Linda Brown, Ed Gouin, Virginia Howe, William Cundiff (Town Engineer)
ABSENT: Sean Holland, Matt Sargent

Ms. Howe nominated Sean Holland as Chairman. Ms. Brown seconded the nomination. Vote: Unanimous.
Ms. Howe nominated Shirley Mosczynski as Vice-Chair. Mr. Gouin seconded the nomination. Vote: Unanimous.

Ms. Mosczynski reported that the new school is open. There will be a ribbon cutting ceremony this Saturday morning. The installation of the panels on the outside of the building is nearing completion. The Building Commissioner did issue a Certificate of Substantial Completion. The one window that was left to be tested has passed testing.
Mr. Cundiff stated that the middle school has been gutted. The windows are nearly all in. The track is being paved. They are looking at installing sheds for storing maintenance and track equipment. Ms. Mosczynski stated that there would be a site walk and a School Building Committee meeting tomorrow. The middle school is scheduled to be finished in February, 2014.

Mr. Cundiff included a bid tabulation in the packet. He stated that construction would not begin this fall. The road closure schedule for the low-bid contractor would have been 2.5 to 3 months. That was thought to be unreasonable. Also, more work had to be done regarding acquisition of easements. Mr. Cundiff is planning on rebidding the project this spring.

Mr. Cundiff referred to the letter in the packet. The plan is to move forward with Greenman- Pederson. They did get an approval with Mass DOT to move forward with Chapter 90 money for the design services. Mr. Cundiff stated that he submitted an application for a Federal Highway Administration Emergency Relief Grant; however he did not get the grant because they would only pay for restoration to the pre-existing condition.

Ms. Brown made a motion to accept the March 20, 2013 Building Facilities Construction Committee meeting minutes as amended. Mr. Gouin seconded the motion. Vote: Unanimous.

The next meetings will be October 16, 2013 and November 20, 2013 at 7:00 PM.

Mr. Cundiff stated that they would soon start to talk about the upstairs renovation of the Municipal Center. There has been no update from Michael Guzinski.
Mr. Cundiff stated that there has been no activity on the following projects: Library ADA Project, Main Street Sidewalk and Green Communities Act.
Solar Project(s): Mr. Cundiff met with a new vendor today. They are interested in placing systems on municipal buildings and municipal properties. Mr. Cundiff will get them a list. The proposal included roof maintenance.

Mr. Gouin made a motion to adjourn the meeting at 7:21 PM. Ms. Brown seconded the motion. Vote: Unanimous.
