BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
NOVEMBER 20, 2013

A meeting of the Building Facilities Construction Committee (BFCC) was held on
November 20, 2013 at the Municipal Center. Mr. Holland called the meeting to order at 7:03 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Virginia Howe, Shirley Mosczynski, Matt Sargent, William Cundiff (Town Engineer)
ABSENT: Linda Brown, Ed Gouin

SCHOOL BUILDING PROJECT
Ms. Mosczynski reported that the new school has been opened and operating. They are working on the final check-off list, and they are working on the renovations in the middle school. They have encountered some steel girders that were not on the original plans.
There was a water leak in the roof of the classroom wing of the middle school. Some of the new items that were installed will have to come out. The building had been completely gutted when this occurred. The insurance company is involved. They are now two to four months behind schedule as a result. Mr. Cundiff elaborated. A cost estimator and revised schedule will have to be developed. A discussion was held.
Mr. Michael Fitzpatrick, 55 Southwest Main Street, joined the meeting.

HEMLOCK STREET BRIDGE
Mr. Cundiff reviewed that the contract for this project was not awarded due to a proposed three month bridge closure. They will rebid the contract in January, 2014. Mr. Cundiff spoke with McGuire Group today and they are in the process of modifying the drawings to include no more than a six week bridge closure. Mass DOT would like to observe the installation because it is one of the first ones of this type in Massachusetts. The construction would occur late next summer.

SOUTH STREET BRIDGE
Mr. Cundiff stated that the Highway Dept. performed emergency scour repair work on the abutment. Greenman-Pederson (GPI) is moving forward with surveying the property and delineating the wetlands.

MINUTES
Ms. Mosczynski made a motion to accept the July 17, 2013 Building Facilities Construction Committee meeting minutes as presented. Mr. Holland seconded the motion. Vote: Unanimous, Ms. Howe and Mr. Sargent abstained.
Ms. Mosczynski made a motion to accept the September 18, 2013 Building Facilities Construction Committee meeting minutes as amended. Ms. Howe seconded the motion. Vote: Unanimous, Mr. Sargent abstained.

UPCOMING MEETINGS
The 2014 meeting schedule was reviewed. Mr. Sargent made a motion to accept the 2014 Meeting Schedule as presented. Ms. Mosczynski seconded the motion. Vote: Unanimous.

OPEN SESSION
Mr. Cundiff replied to Ms. Mosczynski’s inquiry that there are two groups looking at the Town to install solar panels on the roofs of municipal buildings. Those companies are slowing things down until they know their financial picture. Mr. Fitzpatrick asked if there were solar panels installed on the roof of the new school if that would affect the roof’s warranty. Mr. Cundiff replied that it would not. A discussion was held. Mr. Cundiff will bring the question of transfer of warranty to the solar contractor to the attention of Town Counsel. Ms. Mosczynski stated that the roof of the new school was built so that solar could be installed.
Mr. Fitzpatrick suggested asking the solar company if an offer could be made to the entire Town in order to reduce costs, such as was done in Concord, MA. Ms. Mosczynski stated that the Town of Sutton has been very active installing solar panels on private homes and some municipal buildings. A discussion was held.
The next School Building Committee meeting will be tomorrow at 7:00 PM. A site walk will be held before the meeting.
Mr. Cundiff replied to Ms. Mosczynski’s question that there is still a plan to move offices to the upstairs of the municipal building. He has no new information. Nothing will occur until this coming summer.

ADJOURNMENT
Ms. Mosczynski made a motion to adjourn the meeting at 7:31 PM. Ms. Howe seconded the motion. Vote: Unanimous.
