DECEMBER 18, 2013

A meeting of the Building Facilities Construction Committee (BFCC) was held on
December 18, 2013 at the Municipal Center. Mr. Holland called the meeting to order at 7:05 PM.

PRESENT: Sean Holland (Chairman), Michael Fitzpatrick, Ed Gouin, Shirley Mosczynski, William Cundiff (Town Engineer)
ABSENT: Linda Brown, Virginia Howe, Matt Sargent

Mr. Holland welcomed Mr. Fitzpatrick to the Committee.

Ms. Mosczynski reported that they will be having a School Building Committee meeting tomorrow at 7:00 PM with a site walk of the middle school renovation at 5:00 PM. There have been water leaks in the roof because the area was not adequately protected due to some changes that had to be made because some steel girders were not on the design plan. Mr. Cundiff stated that the building was completely gutted when the leak occurred, and the insurance company is willing to pay for complete repair and drying out of the building. They are working through some scheduling impacts, and the insurance company will be responsible to pay for liquidated damages. There are still issues being discussed in executive session. Ms. Mosczynski stated that the building is enclosed, heated and they are working on the areas that were not involved in the water leak.
Mr. Cundiff checked with Michael Guzinski regarding solar panels on the roofs of the schools. Mr. Guzinski stated that the new contractor providing the solar panels would pick up the roof warranty from the contractor on the new buildings. They are still not sure if they are going install panels on the roof of the middle school due to the amount of equipment on the roof.

Mr. Cundiff gave the background on the request to utilize space in the building. They are having a department head meeting tomorrow, and Mr. Guzinski will ask if any of the departments have interest in the space. Mr. Cundiff suggested having a sit-down meeting with himself, Mr. Neil Dixon of Dixon Salo, Mr. Guzinski, Adam Furno, John Ducharme and Mitch Cohen to talk about what is needed. Mr. Cundiff supplied an email with a budgetary cost estimate from Mr. Dixon. The renovations would be paid out of Adam Furno’s budget. Mr. Cundiff also included designer selection procedures and charts from the Inspector General’s Office.
Ms. Mosczynski made a motion to proceed with hiring Neil Dixon of Dixon Salo to move forward on the scope provided. Mr. Gouin seconded the motion. Vote: Unanimous.

Mr. Cundiff included a revised schedule from the McGuire Group. They indicate that the construction period would run from June to September, 2014 with a six-week road closure period, at most. He is continuing to work with one of the property abutters regarding the outstanding easement.

Mr. Cundiff has made the design engineers aware to include in the bid documents for both projects that the Town does not want both the Hemlock Street bridge and the South Street bridge closed at the same time. Greenman-Pederson’s (GPI) schedule is in the packet. The Topographic Survey can be seen online.
Regarding the scour repair work, Mr. Cundiff stated that they got an Emergency Certificate from the Conservation Commission and a Category II Permit from the Army Corps. of Engineers to put sandbags in the streambed, fill the scour area with crushed stone, and leave it in that condition until the project commences. Mr. Cundiff still needs to go to the Conservation Commission for a full Notice of Intent.

Approval of the November 20, 2013 BFCC meeting minutes was deferred to the next meeting.

January 15, 2014 at 7:00 PM and February 19, 2014 at 7:00 PM.

Ms. Mosczynski made a motion to adjourn the meeting at 7:21 PM. Mr. Gouin seconded the motion. Vote: Unanimous.
