CONSERVATION COMMISSION MEETING MINUTES
MONDAY, JUNE 2, 2014

The meeting was called to order at 7:15pm.

ATTENDANCE
Present: Tracy Sharkey (Vice Chairman), Brandi Van Roo (Member),
Michael Greco (Member), Stephen Zisk (Conservation Agent) and Maria Lajoie (Administrative Secretary).
Absent: Linda Brown (Chairman) and Jeremy Manning (Member).

7:15 PM (NOI-DEP #143-0871) PUBLIC HEARING CONTINUED – 12 Shady Lane / ADAM, DAVID
Ms. Lajoie received an e-mail from Margaret Bacon of Civil Site Engineering dated 6/2/14 requesting a continuance to the 6/16/14 meeting because she has not received the DEP number yet. A Motion was made by Ms. Van Roo to continue the Public Hearing on 6/16/14 at 7:00pm, seconded by Mr. Greco. Vote: Unanimous.

7:16 PM (NOI-DEP #143-0870) PUBLIC HEARING CONTINUED – 29 Colonial Road / BERUBE, JOSHUA
Mr. Zisk recused himself from this Hearing. Present was Seth Lajoie of Seth L. Lajoie Associates. The proposed project is the construction of an attached garage to the single family dwelling with associated excavation, final grading and landscaping. A plan was submitted showing the placement of the straw wattles. Mr. Lajoie said that there is a good solid stone wall on the property and a swale goes downward. The Commission will do a site walk. Ms. Sharkey said she would inspect the erosion controls prior to the commencement of work. The Commission asked Mr. Lajoie for a final revised plan adding a note extending the footprint and driveway. A Motion was made by Ms. Van Roo to continue the Public Hearing on 6/16/14 @ 7:15pm, seconded by Mr. Greco. Vote: Unanimous.

DISCUSSION:
1. Lori Simpson, 79 Mumford Street present and requesting a Certificate of Compliance for her closing. She informed the Commission that she is selling her house but the replication was never done but the crossing was. Her Attorney is holding escrow for the replication. She said she sent the information to the new owners and that they agreed to complete the replication as stated in the Order of Conditions and will come in to talk to Mr. Zisk as to what needs to be done. A Motion was made by Ms. Van Roo to deny a Certificate of Compliance, seconded by Mr. Greco. Vote: Unanimous.
2. Request for a Certificate of Compliance: Town of Douglas / School Project, Davis Street (DEP #143-0833). This project is not completed yet. Mr. Zisk said Fred King will make himself available when the Commission does a site walk on 6/12/14 @ 5:15pm. The Commission will meet at the Municipal Center and then go to the school. Mr. King said that water quality testing will be done.
3. Certificate of Compliance: Timothy Riffle, 187 Maple Street. A Motion was made by Ms. Van Roo to issue a Certificate of Compliance to Timothy Riffle, 187 Maple Street, seconded by Mr. Greco. Vote: Unanimous.
4. Certificate of Compliance: Raymond Lafave, 43 Southeast Main Street. The Commission asked that a condition be added that “Nothing is to be stored in the wetland areas”. A Motion was made by Ms. Van Roo to issue a Certificate of Compliance to Raymond Lafave, 43 Southeast Main Street, seconded by Mr. Greco. Vote: Unanimous.
5. DCR. Cary VandenAkker contacted Mr. Zisk and asked him to go to Wallum Lake State Park to check the erosion controls so they can begin their work.
6. Russell Gray, 206 West Street. Ms. Sharkey asked if the tractor is still in the wetlands?

ADJOURNMENT
At 7:39pm, a Motion was made by Ms. Van Roo to adjourn the meeting, seconded by Mr. Greco. Vote: Unanimous.
