FINANCE COMMITTEE MEETING
MONDAY, MAY 5, 2014

A meeting of the Finance Committee was held on Monday, May 5, 2014. Ms. Holmes called the meeting to order at the High School Auditorium.

ATTENDANCE
PRESENT: Pamela Holmes (Vice Chairman), Paula Brouillette, Carol Gogolinski, Ryan Hogan, Michael Hutnak, Jerome Kocur, Cynthia Shurick, Michael Guzinski (Town Administrator), Jeanne Lovett (Finance Director)
ABSENT: Todd Bari (Chairman), Kate Murphy

1. DISCUSSIONS AND RECOMMENDATIONS-ARTICLES FOR TOWN MEETING.
Ms. Holmes made a motion to transfer from Reserve Funds the amount of $8,712 to the Highway North Street Bridge. Ms. Shurick seconded the motion. Vote: Unanimous.
Ms. Brouillette made a motion to amend the amount for Annual Town Meeting, Article 1 Ambulance Reserve Receipts for Appropriation to $233,000. Ms. Shurick seconded the motion
Vote: Unanimous.
Mr. Guzinski reported that Town Counsel is not comfortable with the amount the Finance Committee recommended for the Blackstone Valley Regional School District article. Ms. Holmes suggested that a Selectman be asked to make the amendment to add the $11,227 back into the recommendation.
Mr. Guzinski stated that he has an updated quote of $401,500 for a new boiler system at the Municipal Center. $400,000 is stated in the article. There would be, at worst, a 21-year payback on fuel savings. The engineer felt that the Town would do better with oil than with propane.

2. SPECIAL TOWN MEETING – ARTICLE 3 DISCUSSION.
Bob Sullivan and Bob Josey of the Water/Sewer Dept. joined the meeting. Mr. Sullivan explained the plan to expand and extend the line to provide water to the first lot on Walnut Grove. The property owner agreed to pay half the cost. This would also bring the line up to tie into another 50 acres. The current bylaw was discussed.
Ms. Gogolinski made a motion to recommend Article 3 as written. Ms. Shurick seconded the motion. Vote: Unanimous.

3. ADJOURNMENT
Ms. Brouillette made a motion to recess the meeting to adjourn at the end of Town Meeting. Ms. Holmes seconded the motion. Vote: Unanimous.
