BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
MARCH 25, 2015

A meeting of the Building Facilities Construction Committee (BFCC) was held on
March 25, 2015 at the Municipal Center. Mr. Holland called the meeting to order at 7:02 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Linda Brown, Michael Fitzpatrick, Virginia Howe, Shirley Mosczynski (Vice Chairperson), Matt Sargent, William Cundiff (Town Engineer)
ABSENT: Ed Gouin-Excused

1. MUNICIPAL BUILDING & PRIMARY SCHOOL ROOF CAPITAL PROJECTS
Mr. Cundiff presented a copy of the final designer services agreement with GRLA. In that agreement is a copy of the schedule, the fee and their scope of services, as reviewed previously. Mr. Cundiff asked the architect to include replacement of the basement windows around the police station in their scope of work. Mr. Cundiff included a copy of their proposal for that work. The fee is $2,900. He does not think the Town would get close to that price in the future if they had to look at that project independently. He, Mr. Guzinski and Mr. Adam Furno feel it would be a good opportunity to utilize the funds within this budget. They could bid portions of the project as add alternates.
Mr. Cundiff incorporated most of the changes in the designer services such as, if a schedule delay was beyond the scope of the architect, they would be open to looking at the schedule. Mr. Cundiff reviewed the language added by Town Counsel. The final document is very similar to what was discussed.
Ms. Brown made a motion to recommend addition of the police station basement windows to the scope of work in the amount of $2,900. Ms. Mosczynski seconded the motion. Vote: Unanimous.
Mr. Cundiff read an update from GRLA which he received by email today which talked about GRLA’s progress to date on the Municipal building and school.

2. SIMON FAIRFIELD PUBLIC LIBRARY
Mr. Cundiff stated that he provided information on the history of conveyance. Joe Biagioni, Chairman of the Library Trustees, asked that the Committee delay discussion on a Town Meeting warrant article until the next meeting. He is in active discussions with the Board of Selectmen. Mr. Cundiff included a copy of the proposed Town Meeting warrant article and an estimated revised cost estimate. The Library Trustees approved a budget of $1,000 to update the cost estimate with Foley and Buhl. It was the consensus of the Committee to postpone discussion of this agenda item until the next meeting.

3. SCHOOL BUILDING PROJECT
Ms. Mosczynski stated that the project is winding down. Some items are waiting for the weather to improve to be completed, such as the installation of the snow guards and installation of the new cistern. Mr. Cundiff stated that the punch lists are virtually complete. The new school’s punch list is more complete than the middle school’s punch list. The target date is May 1, 2015.
The athletic fields should be available for use later in the season.

4. MASTER PLAN
Mr. Holland stated that this agenda item is for informational purposes. There was no further discussion.

5. MINUTES
Ms. Mosczynski made a motion to approve the February 18, 2015 BFCC meeting minutes as amended. Ms. Brown seconded the motion. Vote: Aye-5, Mr. Sargent abstained.

6. OPEN SESSION
Mr. Cundiff stated that the Old Grammar School has gone out for RFP and the Old Grammar School Dispensation Committee (OGSDC) is soliciting interest for sale of the building, with a number of restrictions. Four parties have taken out the documents, two of which are for housing developments. The OGSDC would like to see the building used for a commercial use. No one has submitted a proposal. The OGSDC is meeting tomorrow night and they are soliciting input form the four that took out bid documents as to why they did not submit a proposal.
Ms. Mosczynski asked that a standing item for input on solar energy be added to the agendas.

7. ADJOURNMENT
Mr. Sargent made a motion to adjourn the meeting at 7:28 PM. Ms. Mosczynski seconded the motion. Vote: Unanimous.
