BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
NOVEMBER 18, 2015

A meeting of the Building Facilities Construction Committee (BFCC) was held on
November 18, 2015 at the Municipal Center. Mr. Holland called the meeting to order at 7:05 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Michael Fitzpatrick, Shirley Mosczynski (Vice Chairperson), Matt Sargent
NON-VOTING: William Cundiff (Town Engineer)
ABSENT: Linda Brown (Excused), Virginia Howe (Excused)

1. MUNICIPAL CENTER AND PRIMARY SCHOOL ROOF CAPITAL PROJECTS
Mr. Cundiff stated that the article to fund the $200,000 for the environmental remediation associated with the HVAC system at the Municipal Center passed at Town Meeting. The bid documents are ready to go. The Board of Selectmen (BOS) is the ones who vote to move forward on the project. Their next meeting is December 1, 2015. George O’Neil of Gorman Richardson Lewis Architects (GRLA) provided a schedule and December 1, 2015 is held. They will start advertising immediately after December 1, 2015, if the BOS authorize it to be issued. The schedule shows project conclusion on July 20, 2016.
The original budget for the HVAC construction portion was $360,717. They have added roughly $200,000 for the environmental remediation, bringing the total to $560,717. Mr. O’Neil’s estimate is $474,701. Mr. Cundiff is optimistic that a portion of that cost will be reimbursed by the insurance company as a result of the claim from the fire in the boiler. Mr. O’Neil is looking for direction on finalizing the bid amount. Mr. Cundiff suggested, and it was the consensus of the BFCC, to go with Mr. O’Neil’s estimate of $474,701.
Ms. Mosczynski made a motion to recommend to the Board of Selectmen to move forward with the issuance of the HVAC portion of the bid project. Mr. Fitzpatrick seconded the motion. Vote: Unanimous.
Mr. Cundiff will prepare a memo.

2. GREEN ENERGY
There was no update.

3. SCHOOL BUILDING PROJECT
There was no update.

4. MEETING MINUTES: November 4, 2015
Approval of the November 4, 2015 BFCC meeting minutes was deferred to the next meeting.

5. OPEN SESSION
Mr. Cundiff stated that Adam Furno, Facilities Maintenance Manager, was going to work with his fire alarm system person along with GGD to make sure the scopes of the fire alarm system project are comparable. The fire alarm system project will be included with the Municipal Center project if the scope is reasonable.
Mr. Cundiff presented a draft 2016 BFCC meeting schedule to be discussed at the next meeting.

6. ADJOURNMENT
Ms. Mosczynski made a motion to adjourn the meeting at 7:15 PM. Mr. Sargent seconded the motion. Vote: Unanimous.
