A meeting of the Conservation Commission was held on Monday, June 1, 2015. Ms. Brown called the meeting to order at 7:03 PM.

PRESENT: Linda Brown (Chairman), Tracy Sharkey (Vice Chairman), Michael Greco, Brandi Van Roo, Stephen Zisk (Conservation Agent)

7:03 PM (RDA) PUBLIC MEETING – Glen Street between 19 & 21 Main Street / TOWN OF DOUGLAS
Ms. Brown opened the public meeting. William Cundiff, Town Engineer, joined the meeting. He explained that this is a large parcel that includes the town wells off of Glen Street. The portion they are working on comes out to Main Street.
He explained that previously, there was an application for a well. In order to run electricity to the well, National Grid needs to install some utility poles and some trees need to be cut. Initially the project was proposed with three phase power and trees were marked to be removed on both the south and north sides of the gravel road. Many of the trees on the north side are within the riverfront area. However, the power supply has been downgraded to a single phase system, and now no trees need to be removed on the north side, even though they are marked.
Mr. Cundiff and John Furno, Highway Dept. Superintendent, have surveyed the marked trees on the south side, and there are only four marked trees within the Commission’s jurisdiction. The two largest trees are 20” and 24”. Three utility poles will be added with overhead wires between them. The stumps will be left in place. Currently, the pump is being powered by a portable generator. Mr. Cundiff knows of no plans to remove low-lying brush.
Ms. Sharkey made a motion to issue a negative RDA for Glen Street between 19 and 21 Main Street, Town of Douglas. Ms. Van Roo seconded the motion. Vote: Unanimous.

7:15 PM (RDA) PUBLIC MEETING – 86 Peters Cove Road / KALINOWSKI, TOM
Ms. Brown opened the public meeting. Mr. Kalinowski joined the meeting. He explained the plan for the installation of an artesian well. The existing surface water well is rancid. Mr. Kalinowski will use a Ditch Witch to dig the trench. The Commission asked Mr. Kalinowski to extend the straw bale line around the slurry pit.
Ms. Van Roo made a motion to issue a negative RDA for 86 Peters Cove Road, Tom Kalinowski, as conditioned. Ms. Sharkey seconded the motion. Vote: Unanimous.

7:30 PM (NOI-DEP #143-0890) PUBLIC HEARING CONTINUED – 128 Northwest Main Street / CANDITO, KENNETH

Patrick Burke of HS&T Group of Worcester joined the meeting to present the revised plan. He stated they added limit of work, a straw bale line, a rain garden, two small trees and increased the radius for the turnaround. No additional trees will be removed for that increase in the size of the driveway. The ZBA hearing is July 1, 2015.
An abutter from 126 Northwest Main Street asked what was being done with the shrubs and trees on the southwest property line, which borders his house. Mr. Burke stated that the trees and shrubs are remaining. The dead hemlocks will be removed.
Ms. Van Roo made a motion to continue the public hearing, (NOI-DEP #143-0890) 128 Northwest Main Street, Candito, Kenneth to July 20, 2015 at 7:00 PM. Mr. Greco seconded the motion. Vote: Unanimous.

1. Vote: Civil Site Engineering / Proposal Amount: 41 Pine Street. Mr. Zisk stated that this voucher has been signed.
Ms. Van Roo made a motion to approve the proposal amount of $5,800 for Civil Site Engineering, 41 Pine Street. Ms. Sharkey seconded the motion. Vote: Unanimous.

3. Minutes: April 21, 2015, May 5, 2015, and May 18, 2015
Approval of the above meeting minutes was deferred to the next meeting.

Peter Coffin of the Blackstone River Coalition presented information about upcoming workshops in Millbury on June 8, 2015 and in Millville to encourage green infrastructure. He stated that he sent the announcements to Mr. Cundiff.
Mr. Coffin also spoke about how he would like to put together an analysis of last year’s flow of the Mumford River. Mr. Zisk stated that they have someone who monitors the flow, and he described where flow meters are going to be installed. The Commission is willing to work with Mr. Coffin and provide him with information. Mr. Coffin left the meeting.
Mr. Zisk stated that he is having a difficult time getting pricing for the flow meters. Mr. Zisk feels it would be good to talk to the Whitin Reservoir Association about how they release the water based on the information they have. He will email them and start the conversation.

Ms. Van Roo made a motion to adjourn the meeting at 7:56 PM. Ms. Sharkey seconded the motion. Vote: Unanimous.
