BOARD OF SELECTMEN
MEETING MINUTES
November 14, 2016
Prior to Special Town Meeting
Approved December 27, 2016


Call to Order

Mr. Morse called the meeting to order at 6:40 PM at the high school prior to Special Town Meeting (STM).

ATTENDANCE:
Board: Kevin Morse (Chairman), Tim Bonin, David Cortese, Hal Davis, Mike Hughes (Vice Chairman), Michael Guzinski (Town Administrator), Jeanne Lovett (Finance Director)
Other Citizens: Atty. Rich Bowen (Town Counsel)

1. Purchase and Sale Agreement-104 Main Street

Mr. Guzinski stated that the seller has agreed to the changes that were discussed in executive session. The P&S has been reviewed by Town Counsel.
Mr. Hughes made a motion to approve and sign the Purchase and Sale Agreement for 104 Main Street in the amount of $400,000. Mr. Cortese seconded the motion. All-Aye.

2. Memorandum of Agreement (MOA) (1:11)
Mr. Guzinski stated that the MOA is between the Town of Douglas and the Professional Firefighters of Massachusetts, and the Douglas Firefighters Union. The agreement has been negotiated and the requested changes made. It is in conformance with the Board’s vote during executive session. The MOA has been approved, as to form, by labor counsel. Mr. Guzinski has two originals that have been signed and stamped by the collective bargaining unit.
Mr. Cortese made a motion to reaffirm its earlier vote and approve and sign the Memorandum of Agreement with the Douglas Firefighters Union. Mr. Hughes seconded the motion. All-Aye.

3. Articles on the STM warrant (2:15)
There was no discussion.

4. Old/New Business (2:31)
Old Business: There was no old business.
New Business: Mr. Morse and the BOS acknowledged Ernie Marks’ years of service to the Fire Dept.

5. Adjournment (3:14)
Mr. Hughes made a motion at 6:43 PM to recess the meeting and adjourn at the end of the Special Town Meeting. Mr. Cortese seconded the motion. All – Aye.
