BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
MARCH 16, 2016

A meeting of the Building Facilities Construction Committee (BFCC) was held on
March 16, 2016 at the Municipal Center. Mr. Holland called the meeting to order at 7:03 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Linda Brown, Virginia Howe, Shirley Mosczynski (Vice Chairperson)
NON-VOTING: William Cundiff (Town Engineer), Adam Furno (Facilities Maintenance Manager)
ABSENT: Michael Fitzpatrick (Excused)

1. MUNICIPAL BUILDING & PRIMARY SCHOOL ROOF CAPITAL PROJECTS
-Municipal Building HVAC Project
Mr. Cundiff stated that they are well under way with the Municipal Building HVAC project. The contractor has been working for 2-3 weeks. Some of the asbestos abatement has been completed. Both boilers have been dismantled and removed. The contractor said it would have been a tight space for the new boiler with the old one in the room; therefore the decision was made to remove both boilers and reorient the new boiler longitudinally in the space. The contractor lowered his price to remove the second boiler to $7,000.
Mr. Cundiff presented the budget for the project. He added the additional funds granted at Town Meeting. The total soft costs for the HVAC are $68,950. The original budget for design costs was $56,960. The original budget, minus soft costs for the HVAC was $53,150, the low bid came in at $45,800, with a remaining balance of $7,350.
Mr. Cundiff will have some numbers to submit to Travelers Insurance within the next week regarding the boiler failure, which include designer soft costs, environmental costs and boiler in-kind replacement costs. He is still exploring possible grant money.
Mr. Cundiff has received some anonymous phone calls concerning the asbestos abatement. They were referred to the environmental consultant (TRC), who felt that many of the callers’ concerns were addressed.
Mr. Furno stated that the temporary boiler will be gone April 1, 2016. The contractor has submitted a rough schedule. Mr. Cundiff feels they will be able to move forward with the roof and windows portion of the project.

-Municipal Building Roof and Windows and Primary School Roof Project
Mr. Cundiff just received three documents from George O’Neil of GRLA: Project Schedule, Budget, and Cost Summary. They will start advertising for bids in early April, due mid- May. They may have to have a special BFCC meeting in early April to review bid documents. Final completion will be by the end of October.
The budget for the windows is $180,000, for the Municipal Building roof $162,000, and the primary school roof $142,000 for a combined cost of $484,000. Regarding the windows, GRLA suggested three add alternates: the south elevation, front elevation and rear elevation. That would allow them to adjust the scope appropriately based on the budget.

2. GREEN ENERGY
There was no update.

3. SCHOOL BUILDING PROJECT
Mr. Cundiff stated that the boiler issue regarding flame-outs has been solved. The project can now move forward with close out.

4. MEETING MINUTES: January 20, 2016
Ms. Mosczynski made a motion to approve the January 20, 2016 BFCC meeting minutes as amended. Ms. Brown seconded the motion. Vote: Unanimous.

5. OPEN SESSION
Mr. Cundiff will work with George O’Neil regarding scheduling the next BFCC meeting to review bid documents for the roof and windows.

6. ADJOURNMENT
Ms. Mosczynski made a motion to adjourn the meeting at 7:25 PM. Ms. Brown seconded the motion. Vote: Unanimous.
