BUILDING & FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
OCTOBER 18, 2016

A meeting of the Building & Facilities Construction Committee (BFCC) was held on
October 18, 2016 at the Municipal Center. Mr. Holland called the meeting to order at 7:00 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Linda Brown, Michael Fitzpatrick, Shirley Mosczynski (Vice Chairperson)
NON-VOTING: William Cundiff (Town Engineer)
ABSENT: Virginia Howe (Excused), Rebekka O’Melia (Excused)

1. GREEN ENERGY
Kelly Brown, the Regional Coordinator of Green Communities, joined the meeting. She reviewed the program, including the criteria and funding. They have developed a strong partnership with CMRPC (Central Mass. Regional Planning Commission) to help communities become a Green Community. The next round will be in May or June. Should Douglas be designated a Green Community, the estimated grant amount is $140,000. The grant funding can be used to upgrade lighting, boilers, weatherization, etc. Windows could qualify, but it doesn’t happen often. She offered to come back and do a presentation of the Stretch Code.
Mr. Cundiff stated that the next step would be to reconsider becoming a Green Community. A community can apply for LED street lighting and Technical Assistance before becoming a Green Community.

2. MUNICIPAL CENTER AND PRIMARY SCHOOL ROOF CAPITAL PROJECTS
-Municipal HVAC Project
George O’Neil of Gorman Richardson Lewis Architects (GRLA) joined the meeting. Mr. Cundiff stated that the budget numbers have not changed since the last meeting. Mr. O’Neil presented a couple project summaries. The HVAC portion of the project has achieved substantial completion. The punch list items are still being worked on. He reviewed the few remaining outstanding items. He presented the As-Built documents and change orders. September 21, 2016 is the date of substantial completion, which is the date that the warranties began.
The total contract sum is currently $470,435. Balance to completion is $55,475.
-Municipal Roof & Windows and Primary School Roof Projects
Mr. O’Neil stated that the contractor expects the roof edge metal at the primary school to be installed October 26, 2016. The Municipal Center gym roof edge metal should arrive November 7, 2016.
No monies have been paid out yet.
There was a leak a week ago. The gym roofing was substantially complete, except for the parapet walls. Mr. O’Neil has inspected the area and has not detected any moisture or visual damage.
Ryan Hogan, 10 Darling Way, President of Douglas Youth Basketball, stated that he discovered three puddles on the gym floor two weeks ago during heavy rain. He described where the water was dripping down. He does not think that any significant damage was done. He is concerned that water may have gotten behind some pads that are screwed to the wall. He would like a written statement from Mr. O’Neil stating that everything is “good”.
Mr. O’Neil described how the roof will be completed by the end of next week. The contractor has been told to pull back the membrane and check for water damage and moisture in the insulation. Mr. Cundiff and Mr. O’Neil will be meeting with the contractor on Thursday.
Mr. Hogan is also concerned about leaks occurring over the weekend. Mr. Cundiff has brought up this issue with the contractor several times. Since this leak has occurred, the contractor has changed the way the covering is attached. A discussion was held. Mr. Hogan will check the gym this Saturday to be sure there are no leaks. He would like to be informed of the results of the contractor’s inspection and testing.

3. MEETING MINUTES: September 21, 2016
Ms. Mosczynski made a motion to approve the September 21, 2016 BFCC meeting minutes as amended. Ms. Brown seconded the motion. Vote: Unanimous.

4. OPEN SESSION
Mr. Cundiff provided in the packet for informational purposes a memo to Town Administrator Michael Guzinski, a copy of the procurement bulletin from the IG’s office and a copy of the Building Facilities bylaws.
Mr. Cundiff started that Adam Furno, Facilities Maintenance Manager and the administrator feel that the painting of the post office and roof of the highway barn was done as specified. Mr. Fitzpatrick asked for a copy of the contract and the scope of work for each project.
Mr. Fitzpatrick would like more information about how moving forward with becoming a Green Community would impact the Town financially.

5. ADJOURNMENT
Ms. Mosczynski made a motion to adjourn the meeting at 8:22 PM. Ms. Brown seconded the motion. Vote: Unanimous.
