April 4,2016 Conservation Commission Meeting

A meeting of the Conservation Commission was held on Monday, April 4, 2016. Ms. Brown called the meeting to order at 7:05 PM.

PRESENT: Linda Brown (Chairman), Michael Greco, Tracy Sharkey (Vice Chairman), Brandi Van Roo, Stephen Zisk (Conservation Agent)

1. Soccer Fields: Chris Welliver , Field Manager for Axmen Soccer joined the meeting. He stated that they want to perform regular maintenance on some areas that had been cleared and neglected. They want to clear from behind the nets to the stone wall. Brush is growing into the nets. Nothing is over 2” diameter. Mr. Zisk informed him that on one side of the area, there is a stream.
Also, Mr. Welliver stated that there are approximately thirteen trees in the parking lot that have been dropping branches. The tops of the trees are dead and possibly diseased. They have become a safety hazard. They have been marked with ribbons. The Conservation Commission did not see any issues with removal of the trees as long as the stumps are ground and they stay on their side of the stone wall. Mr. Welliver stated that John Furno and the Highway Dept. may do the work. Mr. Zisk asked that Mr. Furno contact him before he does the work.
The Commission informed Mr. Welliver that if they plan to excavate the stumps, they will need to file with the Commission.
2. Site Walk: 29 Colonial Road. It was decided to schedule this site walk at the May 3, 2016 meeting.
3. Request Extension Permit: John Blatchford, 125 Walnut Street, Lot #2 (DEP #143-0773).
Ms. Sharkey made a motion to grant a Two-Year Extension for John Blatchford, 125 Walnut Street, Lot #2 (DEP #143-0773). Ms. Van Roo seconded the motion. Vote: Unanimous.
4. Request for Certificate of Compliance: KTKM Realty Trust, Cobblestone Lane, Lot #17 (DEP #143-0505). Ms. Brown read that Lot 17 is not associated with the Order of Conditions, Certificate of Compliance for Stone Gate at Douglas subdivision. There are no wetlands on Lot 17. There is no house on the lot. Mr. Zisk believes that Stone Gate was already released. Only the cul-de-sacs have not been finalized. Mr. Zisk will find out if a whole Certificate was granted under DEP #143-0505 and if so, then everything was released.
5. Minutes: March 7, 2016
Ms. Sharkey made a motion to approve the March 7, 2016 Conservation Commission meeting minutes as amended. Mr. Greco seconded the motion. Vote: Unanimous.

The Commission received a letter today from Hoyle, Tanner & Associates asking for input regarding Mass DOT project #608168 on Rte. 16, Webster Street. Mr. Zisk will ask the letter writer to come to a meeting and present to the Commission. The Commission asked for a map and details of where the wetlands are.
Regarding an email from MACC asking for the Commission’s assistance in writing bylaws, it was decided that Mr. Zisk will send them a copy of Douglas’ Wetland Bylaws.

Ms. Sharkey made a motion to adjourn the meeting at 7:41 PM. Mr. Greco seconded the motion. Vote: Unanimous.
