PLANNING BOARD MEETING MINUTES
TUESDAY, APRIL 11, 2017

A meeting of the Planning Board was held on Tuesday, April 11, 2017 Mr. Marks called the meeting to order at 7:04 PM and announced that the meeting is being recorded and will be available on cable and on the website.

ATTENDANCE:
PRESENT: Ernest Marks (Chairman), Eben Chesebrough (Vice Chairman), Ken Ballou, Michael Greco, Tracy Sharkey, Aaron Socrat (Associate Member), Robert Werme, Jr., Michael Zwicker
ABSENT:
NON-VOTING: William Cundiff (Town Engineer-left 7:22 PM)

7:04 PM PUBLIC HEARING CONTINUED: CAROL GOGOLINSKI & WILLIAM COGLEY, APPLICATION FOR A DEFINITIVE SUBDIVISION PLAN (DEF-170222) ENTITLED “GILBOA COURT EXTENSION”, 30 Gilboa Court.
The applicant has asked for a continuance.
Mr. Chesebrough made a motion to continue the public hearing for an Application for a Definitive Subdivision Plan (DEF-170222) entitled “Gilboa Court Extension”, 30 Gilboa Court, for Carol Gogolinski and William Cogley to April 25, 2017 at 8:00 PM. Ms. Sharkey seconded the motion. Vote: Unanimous.

7:06 PM ANR PLAN: ALLEN G. RILEY (2017-05) 175 Main Street.
Mark Anderson of Heritage Design Group joined the meeting. The property is being sold, and the new buyers do not want the pool and the land behind it. Mr. Riley will keep the pool and the land behind it for himself. Mr. Anderson described the property. The garage will be converted into an accessory building. There is a drainage easement on the front of the property for the new subdivision.
Mr. Cundiff stated that the goal of this ANR is to segregate this corner lot from the approved subdivision and sell it. The lawyer for the subdivision said they will request to reopen the hearing to address issues with the applicant’s name, etc.
Mr. Cundiff has asked the applicant to label the lot as “not a separate buildable lot”. He has asked the Fire Chief to look at the suitability of the lane; the Chief did not have an issue with the width. The lot will not have frontage on the lane until the new layout of the subdivision comes in. There are a number of easements on the property. It falls on the applicant to make sure things are done properly. The plan meets the technical requirements for an ANR. A discussion was held.
Mr. Chesebrough made a motion to endorse the ANR plan as presented for Allen G. Riley (2017-05), 175 Main Street. Ms. Sharkey seconded the motion. Vote: Unanimous.

DISCUSSION:
1. The Lane at Hunt’s Pond. It was decided to discuss this item at the next meeting.
2. Town of Douglas/Simon Fairfield Public Library. Signed, Mr. Chesebrough abstained.
3. Pyne Sand & Stone: Request for a one-year Earth Removal Permit Extension, Lackey Dam Road, #ER-140120-1 (Area E). Signed.
4. Pyne Sand & Stone: Request for a 6-month Earth Removal Permit Extension, Lackey Dam Road, #ER-140120-2 (Area F). Signed.
5. Sign Vouchers. There were no vouchers.
6. Minutes: February 28, March 14 & 28, 2017.
Mr. Greco made a motion to approve the February 28, 2017 Planning Board meeting minutes as amended. Mr. Chesebrough seconded the motion. Vote: Unanimous. There were no minutes for March 28, 2017. There was no meeting on March 14, 2017.

OTHER BUSINESS:
A list of tax takings was in the packet.

7:41 PM ADJOURNMENT:
Ms. Sharkey made a motion to adjourn the Planning Board meeting at 7:41 PM. Mr. Zwicker seconded the motion. Vote: Unanimous.
