FINANCE COMMITTEE MEETING
TUESDAY, FEBRUARY 28, 2017

A meeting of the Finance Committee (FC) was held on Tuesday, February 28, 2017 at the Municipal Center. Ms. Holmes called the meeting to order at 7:04 PM.

ATTENDANCE
PRESENT: Pamela Holmes (Chair), Brett Argall, Howard D’Amico, Carol Gogolinski, Ryan Hogan (Vice Chair), Michael Hutnak, Cynthia Shurick
ABSENT: Jerome Kocur
NON-VOTING: Michael Guzinski (Town Administrator), Jeanne Lovett (Finance Director)

1. DEPARTMENTAL BUDGET REQUEST MEETINGS:
Police Dept.-Chief Foley & Lt. Miglionico
Chief Foley stated that the budget is level-funded. Arrests went up by over 100 this year to 558, most of which were motor vehicle offenses. Citations have also increased. Complaints at Wallum Lake have decreased. The Dept. of Conservation and Recreation (DCR) commissioner will be coming to a Board of Selectmen (BOS) meeting in April to discuss the policies and fees.
Chief Foley presented his budget, including training, salary and personnel, fuel, equipment, dues and membership.
A discussion was held including income from fines, policing and policy at Wallum Lake, the School Resource Officer and cruiser maintenance and purchases.

2. APPROVE MEETING MINUTES: February 6, 2017
Mr. Hogan made a motion to approve the minutes of the February 6, 2017 Finance Committee meeting as amended. Mr. Argall seconded the motion. Vote: Unanimous.

3. RESERVE FUND TRANSFERS
There were no transfers.

4. SNOW & ICE STATUS REPORT
Mr. Guzinski stated that since January 31, 2017, there have been costly weather events totaling approximately $100,000. On February 15, 2017, Mr. Guzinski authorized additional spending totaling $200,000 to add to the $135,000. The total spending authorization is $335,000.

5. SCHEDULE FUTURE BUDGET MEETINGS WITH DEPARTMENT HEADS
On March 14, 2017, the School Dept. and Library will present. Fire/Ambulance and Veterans will present on March 28, 2017. Dr. Michael Fitzpatrick of Blackstone Valley Tech (BVT) offered to meet with the FC on April 3, 2017 at 6:00 PM. Ms. Lovett stated that the BVT assessment has gone up over $196,000 over FY17. The Council on Aging will be invited for this day as well. Mr. Guzinski will ask Dr. Fitzpatrick if he could attend at 7:00 or 7:30PM. Mr. D’Amico asked that the School Dept. and BVT submit five-year student college placement results each year.
April 11, 2017 is tentatively scheduled for a public budget hearing.
A joint meeting with the BOS, FC, School Committee and Strategic Budget committee is scheduled for March 7, 2017 at 7:00 PM to discuss the FY18 budget. Mr. Hogan recommended that an agenda be prepared for the joint meeting.
Town Meeting will be May 1, 2017.

6. OTHER BUSINESS
Mr. Guzinski stated that Health Insurance went up 11.9%. Ms. Lovett stated that the Health Insurance budget is actually decreasing over FY17’s original budget due to fewer employees being covered in FY17. At the Town Meeting, there will be a transfer out of Health Insurance to both School and Municipal departments. This could not have been predicted.
Ms. Lovett stated that the school project is closed. Mr. Guzinski stated that the project came in approximately $500,000 under budget. Some of the residual will be used to fund approximately two-thirds of the cost of the equipment that was approved as a debt exclusion at the Fall Town Meeting. Including this information in the Finance Committee’s mailer to the Town was discussed.
Regarding the pipeline property, Mr. Guzinski spoke with the company representative two weeks ago. There are no issues, everything is all set, and a deed will not be exchanged any sooner than April.

7. ADJOURNMENT
Mr. D’Amico made a motion at 9:34 PM to adjourn the Finance Committee meeting. Ms. Shurick seconded the motion. Vote: Unanimous.
