BUILDING & FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
JULY 25, 2018

A meeting of the Building & Facilities Construction Committee (BFCC) was held on
July 25, 2018 at the Municipal Center. Mr. Holland called the meeting to order at 7:00 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Linda Brown, Michael Fitzpatrick, Virginia Howe, Shirley Mosczynski (Vice Chairperson)
NON-VOTING: William Cundiff (Town Engineer)
ABSENT: Rebekka O’Melia

1. REORGANIZATION
Ms. Howe made a motion to nominate Sean Holland as Chairman of the BFCC and Shirley Mosczynski as Vice Chairperson. Mr. Fitzpatrick seconded the motion. Vote: Aye-5.

2. MUNICIPAL BUILDING & PRIMARY SCHOOL ROOF CAPITAL PROJECTS
-Windows & Roofs
Mr. Cundiff stated that the final invoice has been paid on the window project. Regarding the roof projects, Mr. Cundiff stated that Greenwood was working on the school and Municipal Center roofs today with the goal of finishing all that needed to be done. George O’Neil of Gorman Richardson Lewis Architects (GRLA) will come out to do a final inspection. Mr. Fitzpatrick stated that they are getting the total systems warranty, which means that Versico would do any repairs required under that warranty. The warranty is for 20 years.

3. MUNICIPAL FIRE ALARM
Mr. Cundiff stated that they had gone out to bid for designer services and only got one bid at a fee of $10,000. He spoke with Town Administrator Matt Wojcik who recommended they go out to bid again with a designer fee of $20,000. $100,000 is appropriated for the project.
Mr. Cundiff described the Designer Selection Bid Protest Decision in the packet from the Inspector General’s Office, which states that one envelope should be solicited for qualifications, and then the fee is negotiated. Ms. Brown feels this process would take much longer than soliciting one envelope for qualifications and another envelope for fees. A discussion was held.

4. MUNICIPAL CENTER GYMNASIUM WINDOWS
Mr. Cundiff stated that the windows tested positive for asbestos. Some remediation will be needed.

5. GREEN ENERGY
Mr. Cundiff presented the Quarterly Report filed with the Dept. of Energy Resources. The Town is moving forward with the LED street light project. Mr. Cundiff finalized the purchase order for the audit and design of the street light retrofitting. That project needs to be completed by the end of the calendar year. Other projects identified for possible Green Communities funding are the library boiler and LED lights at the Highway barn. Expected cost savings is over $22,000/year.



6. NORTH STREET SPILLWAY
Mr. Cundiff gave a history of the project. A set of bid documents was prepared to fill in the collapsing culvert next to the bridge. The Water Dept. Superintendent asked to replace a section of the water line in that area since North Street would be closed, however Town Meeting approval was needed for that work.
Two bids came in, and Sumo Eco was the low bidder with a July 11 completion.

7. MEETING MINUTES: April 18, 2018
Ms. Brown made a motion to approve the April 18, 2018 BFCC meeting minutes as presented. Ms. Howe seconded the motion. Vote: Aye-4, Ms. Mosczynski abstained.

8. ADJOURNMENT
Mr. Fitzpatrick made a motion to adjourn the BFCC meeting at 7:26 PM. Ms. Brown seconded the motion. Vote: Unanimous.
