CONSERVATION COMMISSION MEETING MINUTES
MONDAY, JUNE 18, 2018

A meeting of the Conservation Commission was held on Monday, June 18, 2018. Ms. Brown called the meeting to order at 7:05 PM.

ATTENDANCE:
PRESENT: Linda Brown (Chairman), Michael Greco, Brandi Van Roo
ABSENT: Tracy Sharkey (Vice Chairman)
NON-VOTING: Stephen Zisk (Conservation Agent)

DISCUSSION:
1. Violation Notice: 164 Perry Street.
2. DEP Appeal: 68 Woodland Road. Mr. Zisk stated that the site walk will be Wednesday. July 20, 2018 at 2:00 PM.
3. Request for a Certificate of Compliance: Orbison Corp., 97 Yew Street (DEP #143-0887). Mr. Zisk presented some photos. There was a question as to why there was mulch right up to the wetland. Anything within the 100’ needs to be stabilized. The Commission asked for an as-built for the next meeting.
4. Minutes: May 14, 2018.
Ms. Van Roo made a motion to approve the May 14, 2018 Conservation Commission meeting minutes as presented. Mr. Greco seconded the motion. Vote: Aye-3.

7:15 PM (NOI-DEP #143-0956) PUBLIC HEARING: Manchaug Pond/TOWN OF SUTTON BOARD OF SELECTMEN.
Matt Salem of Solitude Lake Management joined the meeting. He did not have the advertisement.
Ms. Van Roo made a motion to continue the public hearing for (NOI-DEP #143-0956) Town of Sutton, Board of Selectmen, Manchaug Pond to July 16, 2018 @ 7:30 PM. Mr. Greco seconded the motion. Vote: Aye-3.

7:30 PM (NOI-DEP #143-0957) PUBLIC HEARING: 65 Bigelow Road, HEHIR, RICHARD.
Ms. Brown opened the public hearing. Margaret Bacon of Civil Site Engineering joined the meeting. She is asking for a permit to replace an existing cottage with a one-bedroom home and a new septic. The new house is outside the 50’ buffer.
Ms. Van Roo asked that language stating that there will be no canopy removal, except at the location of the proposed new home, be added to the plan.
A discussion was held regarding eventual removal of the shed. According to this plan, a new Notice of Intent would need to be filed for that demolition. The Commission agreed to condition the removal of the shed by requiring that erosion controls extend around it.
Ms. Van Roo made a motion to close the public hearing and issue an Order of Conditions for (NOI-DEP #143-0957), 65 Bigelow Road, Richard Hehir with the conditions that no canopy be removed, except for at the location at the proposed new home and erosion controls be extended around the lake side of the existing shed. Mr. Greco seconded the motion. Vote: Aye-3.

OTHER
Ms. Van Roo asked if Mr. Zisk had gotten a written statement from Town Counsel regarding who has authority to transfer funds from the Wetland Protection Fund. Mr. Zisk does not yet have that.
Gary Vecchione joined the meeting. He stated that he has applied to be on the Conservation Commission. He thanked Ms. Brown and Ms. Van Roo for their service on the Commission.

7:56 PM ADJOURNMENT:
Ms. Van Roo made a motion to adjourn the meeting at 7:56 PM. Mr. Greco seconded the motion. Vote: Aye-3.
