CONSERVATION COMMISSION MEETING MINUTES
MONDAY, OCTOBER 1, 2018

A meeting of the Conservation Commission was held on Monday, October 1, 2018. Ms. Sharkey called the meeting to order at 7:05 PM.

ATTENDANCE:
PRESENT: Tracy Sharkey (Chair), Katiegrace Dudley, Michael Greco (Vice Chair)
ABSENT:
NON-VOTING: Stephen Zisk (Conservation Agent)

7:05 PM (NOI-DEP #143-0---) PUBLIC HEARING: 41 Hemlock Street/WHITE, JAMES & SUZANNE.
Ms. Sharkey opened the public hearing. Margaret Bacon of Civil Site Engineering joined the meeting to present a plan for a new three-bedroom house. They are well outside the riverfront area and 50’ buffer. The house is outside the 100’. The only thing inside the 100’ is some grading.
There is a common driveway, which was constructed about 7-8 years ago. The width of the proposed asphalt driveway is 26’, a portion of which is between the 50’ and 100’. Ms. Bacon will narrow the driveway to 15’ as it approaches the street.
Ms. Bacon will refresh the flags. She will have the surveyor stake the construction limits and the erosion control line. Mr. Zisk asked that the well be staked also. Ms. Bacon stated that the well will have a sediment pond.
The back corner of the lot will be lawn, which is also close to the 50’. There is also a deck. Ms. Bacon will pull the lawn 20’ off the 50’.
Mr. Greco made a motion to continue the public hearing for James and Suzanne White, 41 Hemlock Street (NOI-DEP#143-0---) to October 15, 2018 at 7:15 PM. Ms. Dudley seconded the motion. Vote: Aye-2.

7:16 PM PUBLIC HEARING CONTINUED (NOI-DEP#143-0962): 15 Cobblestone Lane/THE WIDAK FAMILY TRUST.
The Commission issued the Certificate of Compliance for the old DEP number (See Discussion #1 below). Lindsay Emmanuel joined the meeting. A discussion was held.
Mr. Greco made a motion to close the public hearing for (NOI-DEP #143-0962) 15 Cobblestone Lane, The Widak Family Trust. Ms. Dudley seconded the motion. Vote: Aye-2.
Mr. Greco made a motion to issue an Order of Conditions for (NOI-DEP #143-0962) 15 Cobblestone Lane, The Widak Family Trust with the standard conditions. Ms. Dudley seconded the motion. Vote: Aye-2.

DISCUSSION:
1. Request for a Certificate of Compliance, The Widak Family Trust, 19 Cobblestone Lane (DEP #143-0856).
Ms. Dudley made a motion to issue the Certificate of Compliance for The Widak Family Trust, 19 Cobblestone Lane (DEP #143-0856) with no work having been commenced on the property. Mr. Greco seconded the motion. Vote: Aye-2.
2. Minutes: August 20, & September 17, 2018.
Mr. Greco made a motion to approve the August 20, 2018 Conservation Commission meeting minutes as amended. Ms. Dudley seconded the motion. Vote: Aye-2.
Approval of the September 17, 2018 Conservation Commission meeting minutes was deferred to the next meeting.

OTHER BUSINESS:
Mr. Zisk stated that an ANRAD for Wallum Lake Road is on the agenda for the next meeting. This ANRAD is significantly different than the 2004 overlay. Mr. Zisk is requesting a proposal from Art Allen of EcoTec to review it.
Ms. Sharkey stated that a Notice of Intent to sell (Chapter 61A) was received for Maple Street, Suzanne Lussier for a price of $75,000. A discussion was held. Mr. Greco made a motion to recommend to the Board of Selectmen to not exercise the Town’s right-of-first refusal for Suzanne Lussier, Maple Street, Assessor’s Map 494, block 18. Ms. Dudley seconded the motion. Vote: Aye-2.
Ms. Sharkey asked Mr. Zisk to follow up regarding 121 Maple Street.

7:35 PM ADJOURNMENT:
Mr. Greco made a motion to adjourn the meeting at 7:35 PM. Ms. Dudley seconded the motion. Vote: Aye-3.
