November 13, 2018 Finance Committee meeting

A meeting of the Finance Committee (FC) was held on Tuesday, November 13, 2018 at Douglas High School prior to Town Meeting. Ms. Holmes called the meeting to order at 6:35 PM.

PRESENT: Pamela Holmes (Chair), Howard D’Amico (Vice Chair-arrived 6:45 PM), Carol Gogolinski, Michael Hutnak, Heather Morin, Lynne Mussulli
ABSENT: Dick Vanden Berg
AXMEN SOCCER CLUB (Non-Voting): Steve Klansek (President), Tim Denomme (Vice President) Dave Vassar (Treasurer), Julie Barthelemy
NON-VOTING: Matt Wojcik (Town Administrator), Jeanne Lovett (Finance Director), Ryan Hogan (Recreation Commission)

Dave Vassar explained that the Axmen Soccer Club is looking to build a turf soccer field behind the baseball fields and playground at Martin Road Park. It is about two acres, already cleared. There is already access and parking. It is a self-funded project. They will need water at the field. The lease would be for 10 years from the date of final completion.
Mr. Hutnak stated that the lease is non-exclusive, yet there is a statement which says “a minimum of 80 hours”. Mr. Klansek explained that in order to apply for grants, the fields must be used for soccer as much as possible, hence during the season, the field would be exclusive to Axmen Soccer.
Mr. Vassar feels that the repair and maintenance costs would be low. Axmen currently maintains, and would continue to maintain, 100% of the VFW field and would be 100% responsible for the repair and maintenance of the new field.
The soccer program currently has over 250 participants. Mr. Denomme explained that when they introduced U4 two years ago, that brought in 40 participants. The program is for boys and girls. The fee is $90/player and the group is nonprofit.
Mr. Hogan stated that the Recreation Commission voted unanimously in support of this project.
Ms. Morin made a motion to recommend the motion for Article 9 to Town Meeting as written to authorize the Recreation Commission to enter into a long-term lease agreement with the Douglas Axmen Soccer Group for Martin Road Park. Ms. Gogolinski seconded the motion. Vote: Aye-5.

Ms. Lovett stated that she amended the prior year bill article by removing the Water/Sewer Charter payment of $181. She is still in discussions with Charter, and if needed, she will amend in the spring.
It was the consensus of the Finance Committee to recommend Article 1 to Town Meeting as amended to transfer from School Personnel and Expense Account $29.99 and from the Technology Department $304.93.

Mr. Hutnak made a motion at 6:47 PM to recess and to adjourn the Finance Committee after Town Meeting. Ms. Gogolinski seconded the motion. Vote: Aye-6.
