BUILDING & FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
FEBRUARY 20, 2019

A meeting of the Building & Facilities Construction Committee (BFCC) was held on
February 20, 2019 at the Municipal Center. Mr. Holland called the meeting to order at 7:04 PM.

ATTENDANCE
PRESENT: Linda Brown, Sean Holland (Chairman), Michael Fitzpatrick, Virginia Howe, Shirley Mosczynski (Vice Chairperson)
NON-VOTING: William Cundiff (Town Engineer)
ABSENT:

1. GREEN ENERGY
Mr. Cundiff presented an accounting of the designation grant expenditure. He is still waiting for a bill for approximately $2,800 from the audit and design firm, Light Smart; everything else has been expended. The Town expects to receive $27,000 from MAPC and $34,000 from National Grid for the LED streetlight project.
Next Wednesday, he is meeting Kelly Brown from the Dept. of Energy Resources regarding the library projects.
Douglas now qualifies for the competitive Green Community grants. Mr. Cundiff presented a list of potential projects that could qualify. Applications are due 3/22/19. The BFCC had no objection to Mr. Cundiff taking direction from Town Administrator, Matt Wojcik regarding which projects to submit.
Regarding replacement of the library’s boiler, Ms. Mosczynski stated that yesterday at the Capital Improvement Committee meeting, Library Director, Justin Snook stated that the heating system works well the way it is now, and the library only needs a small amount of hot water. Mr. Cundiff has spoken with Mr. Snook and Mr. Wojcik about it.

2. BADLUCK POND OUTLET BRIDGE (D-09-027)
Mr. Cundiff stated that the Town has been approved for $500,000 to make improvements to the Cedar Street Bridge under a Mass Dept. of Transportation (DOT) Small Bridge Program. The recent work done to the bridge was only a temporary fix. He is working with Greenman-Pederson to prepare a scope, budget and schedule to submit to Mass DOT.

3. MUNICIPAL CENTER FIRE ALARM
There was no update.

4. MUNICIPAL CENTER GYMNASIUM WINDOWS
There was no update.

5. POLICE DEPARTMENT WINDOWS
Mr. Cundiff stated that he received an email from George O’Neal of Gorman Richardson Lewis Architects (GRLA) an hour ago who stated that he will update the scope and get it to Mr. Cundiff.

6. LOCAL DESIGNER SELECTION PROCEDURES
Mr. Cundiff stated that the values for building construction procurement have changed. The current procedures need to be updated to reflect the current numbers. He asked that the documents be reviewed in order to make a recommendation to the Board of Selectmen at the next meeting.

7. OTHER BUSINESS
Mr. Cundiff stated that annual reports are due. He plans to draft the report, have Mr. Holland review and approve it, and then share it with the rest of the BFCC.
Ms. Brown made a motion to approve the December 19, 2018 Building & Facilities Construction Committee meeting minutes as amended. Ms. Mosczynski seconded the motion. Vote: Aye-4, Ms. Howe abstained.

8. ADJOURNMENT
Ms. Brown made a motion to adjourn the BFCC meeting at 7:25 PM. Ms. Mosczynski seconded the motion. Vote: Unanimous.
