Workshop:

Madam Chair Shirley Mosczynski called the workshop to order at 6:35 pm in the Selectmen’s Office at the Municipal Center.
In attendance: Paula Brouillette-Vice Chair, Mitch Cohen, Mike Hughes, Executive Administrator Michael Guzinski and Administrative Assistant Suzanne Kane.
Absent: Dave Furno

Informational Workshop – Mike reviewed the following:
-Teachers Negotiations, Paula will attend if Mitch unavailable
-Fire Union
-Cemetery Committee Request (letter in read file)
-Meeting: Sutton and Board of Selectmen tomorrow
-Whitin Reservoir Association (agenda tonight)
-Letter: Police Chief Foley-Liquor License Changes
-Chris Furno: Mass Clerk Association Qualification (letter in read file)
-Letter: Chief of Sutton
-Email: Mike Peterson of National Grid-Update
-Letter to Police Chief Foley: “Click it or Ticket” Program Participation

Workshop Adjourned 6:53 pm. Moved into the Resource Room

1. Call to Order: Madam Chair Shirley Mosczynski called the meeting to order at 7:00 pm.
In attendance: Paula Brouillette-Vice Chair, Mitch Cohen, Mike Hughes, Executive Administrator Michael Guzinski and Administrative Assistant Suzanne Kane.
Others: Blackstone Valley Beagle Club-President Dennis Bouthiller and Chris Nelson, John Bombara, Whitin Reservoir Property Owners Association-Eric Virostek, Atty Walter Jabs and other members. Absent: Dave Furno

2. Chair Announcements- Shirley: None

3. Citizen’s Forum: No one came forward.

4. Hearing-Liquor License Blackstone Valley Beagle Club-Alter Premises (Handouts): Opened at 7:15 pm. Shirley read the Public Hearing Notice. Suzanne – Original license approved, serve alcohol in the new area also, increases occupancy from 60 to 84 people, abutters notified. No one in the audience came forward.
Motion- Mitch Cohen to close the hearing at 7:20 pm.
Seconded- Paula Brouillette. All - aye.


Motion- Mitch Cohen to approve the premise change as presented.
Seconded- Paula Brouillette. All - aye.


-Change of Manager: No hearing or notifying of abutters required-
Motion- Mitch Cohen to approve the change of manager for the Beagle Club from Joe Haringa to Christine Nelson. Seconded- Mike Hughes. All - aye.

-Change of Hours: No hearing or notifying of abutters required. Discussion: State requirements and Chief Foley’s recommendations-11am to 11pm or remain the same.
Dennis Bouthiller came to the table- The change to early hours would be mostly for breakfast on Saturdays for hunters. Suzanne- Okay to open early for breakfast but not allowed to serve alcohol.
Motion- Mitch Cohen to approve set hours as requested by Police Chief as presented: Sunday through Thursday 11 am to 11 pm, Friday and Saturday 11 am to 12 midnite or to stay the same as consistent with state law.
Seconded- Mike Hughes. All - aye.


5. Whitin Reservoir Property Owners Association (Handout): Eric Virostek and Atty Jabs came to the table. Formal copy of the act presented to be discussed further tomorrow night when the Board meets with the Sutton Board of Selectmen.

6. License Renewal – Taxi/Limo License (Handout): Suzanne- This is a renewal and application is complete.
Motion- Paula Brouillette to approve the TaxiCab License for Wayne Edward Lee d/b/a Motor Carriage Company. Seconded- Mitch Cohen. All - aye.

7. Minutes
- September 12, 2006:Motion – Mike Hughes approve the minutes of September 12, 2006. Seconded - Paula Brouillette. All - aye.

- September 12, 2006 Executive Session:Motion – Paula Brouillette approve the Executive Session meeting minutes of September 12, 2006 and not release.
Seconded – Mike Hughes. All - aye.

8. Administrator’s Report – Mike read the following:
-Letter:Mass Town Clerks Association-
Congratulations to Christine E.G. Furno for qualifying for this prestigious CMMC designation.
-Letter:Sutton Police Chief Dennis Towle- Personal thanks to our Officers Gregory Gilbert and Keith Chipman for their assistance during a breaking and entering investigation.
-Email:Electric Reliability Mike Peterson/National Grid- Fourth line from Northbridge to Douglas completed designated to significantly reduce electric outage times in Douglas, southern Sutton, parts of Northbridge and North Uxbridge. Completion of the last phase of the project in the Blackstone Valley should be in the fall.
-Letter:Governor’s Highway Safety Bureau- Thanks and congratulations to Police Chief Foley and Department for their efforts in promoting safety belt use.

New: Shirley, Mike, Paula and Suzanne attended the Mass Municipal Conference in Boston this past weekend. A lot of interesting people, information received and will be forwarded.
