DOUGLAS CABLE ADVISORY COMMITTEE

Meeting Minutes

Monday January 11, 2010 – Douglas Municipal Center

Members Present: Mitch Cohen, Fred Fontaine, Bob Werme, Michelle Fontaine, Rich Preston (late)

Meeting Opened by Mitch Cohen @ 7:00pm

1.) Finance: 12/09; Wages: $1,967.50, Repairs and Maintenance: $119.40, Dues: $225.00, Equipment: $73.91 = $2,385.81 MTD - with a total FYTD expenditures: $9,534.63.
2.) Correspondence: Charter letters referring to the bankruptcy case. Board of Selectmen letter.
3.) Local Programming Initiative: Authorized equipment came in, has been unpacked and split up into numbered kits, ready for distribution. Mitch referred to last meeting where he misquoted the number of interested entities. There are five interested entities – so the Committee needed to approve one more packet to be purchased. General discussion on program. Pat submitted a draft of the long-term sign-out sheet. Rich stated that he made contact with all of the entities and hoped to have the packages disbursed by the end of the week.
4.) Winter Level One Video Class: Winter class has begun, all 11-13 year olds doing team projects.
5.) Cable Internship: Daniel Harlow has submitted a request for intern credits from his job with Douglas Cable. The Committee would approve a certain type of project based educational aspect for this – possibly a regional study on cable access.
6.) Equipment Purchase: Fred and Mitch updated the Community room with the new equipment. Talk of possibly continuing the update to improve the audio in that room – possibly with ceiling microphones. Fred said he would research some new equipment for this for discussion at the next meeting.
7.) Letter from Board of Selectmen: The Board of Selectmen Chair Mike Hughes submitted a letter based on the Board’s request for their upcoming meeting wherein Personnel records were being discussed in an evaluation of an employee. Where these proceedings have always been done in Executive Session due to the private nature of the documents according to state law, a recent Worcester County Court case found that this type of meeting should NOT be held in executive session. Many of the Worcester County boards are appealing this finding, as it is a new translation that is inconsistent with most of the State. Where Cable NOT taping this meeting is not a legal issue, the finding that this meeting should not be held in executive session becomes a new issue for the DCAC and their duty to the Town in accordance with providing televised and web access of all Town Meetings. After much discussion, the DCAC decided that the meeting should be taped and broadcast like any other open Town Meeting.
8.) Meeting Minutes: 12/14/09 – a few minor adjustments needed, Fred motioned to accept as amended, Bob 2nd – unanimous favor, Rich abstain.
9.) Other Business: The big TV from Community Room will be moved to a new home on the bottom floor of the library. There is still a vacancy open for the DCAC.
10.) Alumni Party: Committee agreed to send out Michelle’s letter as is, but needed to set a date.
11.) Next Meeting: 2/1/10
12.) Adjourn: Rich made motion to adjourn at 7:50pm, Fred 2nd, unanimous favor.
