Meeting Minutes
Monday September 9, 2013
Mitch Cohen called the meeting to order at 7:06pm
Committee: Mitch Cohen, Tom Devlin, Chris Menn
Staff: Pat Aldrich, Kay Bowen

FY14 Re-Organization: Tom nominated Mitch Cohen for Chair, Bob 2nd, unanimous favor. Bob nominated Tom for Vice Chair, unanimous favor.
Financials: Thru 6/30/13: MTD: Wages: $2,476.87, Legal: $640.00, Supplies: $67.50, Equipment: $171.05, Total MTD: $3,355.42, YTD: $46,987.09.
Charter License Negotiation: Mitch gave an update on the process. A second public hearing has been scheduled for 9/16/13 to address new concerns voiced by the Board of Selectmen. Tom mentioned that Verizon Fios is rumored to have announced that they are finished expanding their buildout, which could mean the end of competition for cable in Douglas. An update on the CPI program was given at the request of selectmen Hal Davis. “The River” church has requested to be a part of the digital video training course and CPI, the Committee is supportive. Tom Cohan gave updated revenue and cable TV subscribers: 2.36 million in revenue, 2370 subscribers - approximately 8-10% being “basic” subscribers.
FY14 Budget: Bob motioned to approve the FY14 Budget draft as presented, Chris 2nd, unanimous favor.
Financials: Thru 7/31/13: MTD: Wages: $1,658.04, Repairs: $78.76, Total MTD/YTD: $1,736.80 Thru 8/31/13: MTD: Wages: $1,626.08, Total YTD: $3,362.88
Correspondence: MA Comm License Expiration Notice, Mitch’s memo to the Board of Selectmen walking them through the negotiations to date.
Meeting Minutes: 7/22/13: Tom motioned to accept as presented, Chris 2nd, unanimous favor.
Coordinator’s Report: “The River” Church has submitted an informal request to be part of the CPI. 3rd “KidMissing” has been shot and is in editing phase. Digital Video Production class is up and running. Some discussion on why setting up the Resource Room as a production studio is very time consuming. “Douglas Cable Access” social media writeup in Blackstone Valley Tribune.
Other Business: Board of Selectmen Cable open hearing 9/16/13.
